About this opportunity
The City of Philadelphia is soliciting quotes for a micro purchase opportunity to procure public safety challenge coins and related lapel pins. This procurement will be awarded as a whole or by line item, whichever serves the City's best interest, to the lowest responsive and responsible bidder. Prospective sellers must submit comprehensive quotes covering all line items to be eligible for award consideration and must not deliver products or provide services until receiving formal notification from the department. The solicitation requires vendors to submit electronic quotes through the PHLContracts platform (www.PHLContracts.phila.gov) and includes detailed specifications for custom lapel pins and challenge coin design, materials, and manufacturing standards. Key submission requirements include execution of a Consent & Authorization form, completion of mandatory questionnaires regarding Local Business Entity (LBE) certification status, entry of unit costs for each item, acceptance of terms and conditions, and submission of all required attachments. The solicitation was posted on May 18, 2026, with quotes due by May 29, 2026. Quotes must remain valid for 60 days from submission, and the City reserves the right to reject any or all quotes or accept quotes from multiple sellers at its discretion.
The City of Philadelphia has established a voluntary diversity initiative allowing interested vendors to submit an LGBTQ Business Applicant Opportunity Data Collection Form to identify companies beneficially owned and controlled by LGBTQ persons and those holding Lesbian, Gay, Bisexual, Transgender Business Enterprise (LGBTBE) certification through the National LGBT Chamber of Commerce or the Independence Business Alliance in Philadelphia. Participation in the LGBTQ applicant identification process is entirely optional and does not affect bid evaluation or award decisions. Sellers must maintain workers' compensation insurance at statutory limits, general liability insurance with minimum limits of $500,000 per occurrence, and automobile liability insurance with minimum limits of $300,000 per occurrence, naming the City as an additional insured. All prices must be quoted net and exclusive of taxes, with products to be delivered FOB Destination Point, and payment is made only upon delivery and City approval. The contract term is limited to 365 days from the effective date, with automatic termination thereafter. The micro purchase threshold is currently set at $41,000, adjusted annually by the percentage increase in the Consumer Price Index for All Urban Consumers (CPI-U) from January 1, 2020, and rounded to the nearest $1,000, establishing the maximum procurement value for this opportunity.
