About this file

This is a seller checklist document from the City of Philadelphia Procurement Department for small order purchases submitted through the PHLContracts platform. The document provides step-by-step guidance for vendors responding to a micro purchase opportunity for Public Safety Challenge Coins in Pennsylvania. Sellers must quote all items to be eligible for award, and the micro purchase will be awarded as a whole or by line item, whichever serves the City's best interest, to the lowest responsive and responsible bidder. Vendors should not deliver or provide services until receiving official notification from the department.

The checklist requires sellers to complete multiple steps including verifying their role as "Seller" rather than "Seller Admin," answering questions regarding Local Business Entity (LBE) certification status, entering unit costs for each item, answering all mandatory questions, accepting terms and conditions, and submitting required attachments. Critical documentation includes an executed Consent & Authorization form, which must be on file in the vendor profile for the quote to be considered. Vendors may also optionally submit an LGBTQ Applicant Opportunity Data Form. All validation warnings must be resolved before quote submission through the www.PHLContracts.phila.gov platform.
