About this file
This is a micro purchase solicitation document from the City of Philadelphia for the procurement of public safety challenge coins and related lapel pins. The City is soliciting competitive quotes for custom-designed challenge coins and lapel pins meeting specified manufacturing and material standards. Quotes were due by May 29, 2026, following the solicitation posting on May 18, 2026. The procurement will be awarded as a whole or by line item, whichever serves the City's best interest, to the lowest responsive and responsible bidder. Prospective vendors must submit comprehensive quotes covering all line items to be eligible for award consideration. The contract term is limited to 365 days from the effective date, with automatic termination thereafter. No products or services shall be delivered until the vendor receives formal notification from the department.
Quotes must remain valid for 60 days from submission and be submitted electronically through the PHLContracts platform. All prices must be quoted net and exclusive of taxes, with products delivered FOB Destination Point and payment made only upon delivery and City approval. Vendors must maintain workers' compensation insurance at statutory limits, general liability insurance with a minimum of $500,000 per occurrence, and automobile liability insurance with a minimum of $300,000 per occurrence, with the City named as an additional insured. The micro purchase threshold is set at $41,000, adjusted annually by the percentage increase in the Consumer Price Index for All Urban Consumers (CPI-U) from January 1, 2020, and rounded to the nearest $1,000. Submission requirements include execution of a Consent & Authorization form, completion of mandatory Local Business Entity (LBE) certification questionnaires, entry of unit costs, and acceptance of terms and conditions. The City also offers an optional voluntary diversity initiative for vendors to identify LGBTQ Business Enterprise certification, though participation does not affect bid evaluation or award decisions.
