About this opportunity
The University of South Dakota (USD) has issued a Request for Proposal (RFP) for comprehensive public relations services, seeking a qualified vendor to develop and execute a regional public relations strategy. The RFP targets services including public relations planning, media pitching, media monitoring, and reporting, with a specific focus on South Dakota, Nebraska, Iowa, and Minnesota. Interested vendors must provide detailed proposals demonstrating specialized expertise in strategic public relations, media relations planning, and paid PR tactics. The evaluation criteria will be weighted equally and assess vendors' qualifications, available resources, past performance, and cost-effectiveness. Key deliverables include monthly reporting, developing a comprehensive regional PR strategy, and supporting USD's thought leadership positioning, particularly in healthcare and data sciences. The proposal submission deadline is October 11, 2024, with an anticipated award decision and contract negotiation scheduled for October 18, 2024. The contract will be a two-year agreement with an optional one-year extension.
No specific set-aside designations or restrictions for disadvantaged enterprises were explicitly mentioned in the procurement documents. The RFP indicates an annual budget of $100,000 for the public relations services, with the university reserving the right to negotiate scope and compensation with the highest-ranked offeror. If initial negotiations are unsuccessful, USD may proceed to negotiate with the next highest-ranked vendor. Vendors are prohibited from contacting USD staff or faculty about the RFP outside of the designated contact, with violations potentially resulting in immediate disqualification. The selected agency will collaborate with USD's in-house creative team and will have access to the university's existing regional media list. Proposals must include comprehensive details on agency pricing, budget allocation recommendations, and all related fees, with the ultimate goal of selecting a vendor who can most effectively support USD's regional media and public relations objectives.
