About this opportunity
The Kearns Improvement District (KID) is seeking sealed bids for the Water Supply Repair and Resiliency Project 25-02, located in Salt Lake County, Utah. The project involves constructing a comprehensive water infrastructure improvement initiative along Sam's Boulevard, specifically installing 2,240 feet of 12-inch PVC C-900 Water Line between 4320 West and 4015 West, with an additional 690 linear feet of 8-inch PVC C900 for various connections. Nine fire hydrant assemblies will also be constructed as part of the project's scope. A mandatory pre-bid conference is scheduled for November 3, 2025, at 2:00 PM at the Kearns Improvement District office, and sealed bids will be received until 10:00 AM on November 18, 2025. Bidders are required to submit a Bidder's Bond equal to 5% of the total bid amount and must be licensed for the full bid amount. The project has a substantial completion date of October 16, 2026, with specific work on Granite School District property to be completed between June 1st and August 14th, 2026.
The procurement opportunity includes several set-aside and compliance requirements, particularly focusing on disadvantaged business enterprises (DBE) and federal procurement guidelines. Bidders must comply with Disadvantaged Business Enterprise participation standards, American Iron and Steel requirements, Davis-Bacon prevailing wage regulations, and Build America, Buy America provisions. The project emphasizes equal employment opportunity standards and requires documentation of good faith efforts to include minority and women-owned businesses. Contractors must meet specific fair share objectives across different procurement categories and adhere to environmental, labor, and procurement regulations. While a specific budget range is not explicitly stated, the project's comprehensive infrastructure scope suggests a significant investment in water system improvements for the Kearns Improvement District. The technical complexity and federal compliance requirements indicate that only experienced municipal infrastructure contractors with demonstrated capabilities in water system construction will be competitive for this contract.
