About this opportunity
The Wisconsin Department of Transportation (WisDOT) is seeking a licensed doctoral-level psychologist to provide pre-employment psychological screenings for State Patrol cadet applicants, in compliance with Wisconsin Administrative Code LES 2.01. The primary objective is to evaluate law enforcement candidates to ensure they are free from physical, emotional, or mental conditions that could adversely affect job performance. Screenings must be conducted exclusively at the Wisconsin State Patrol Academy in Fort McCoy, with the contractor required to use written assessment instruments validated according to the Principles for the Validation and Use of Personnel Selection Procedures. Bidders must demonstrate at least three years of experience evaluating public safety officials, align with International Association of Chiefs of Police standards, and provide a comprehensive list of assessment instruments with validation evidence. The bid submission deadline is October 31, 2017, at 2:00 PM Central Time, with an estimated annual hiring range of 25-50 full-time law enforcement officers. The initial contract term is one year with four potential one-year renewals, and the contract will be available to other Wisconsin state agencies like the Departments of Natural Resources, Corrections, and Administration.
No specific set-aside designations or restrictions for disadvantaged enterprises were explicitly stated in the documentation. The contractor must be a licensed doctoral-level psychologist with in-house staff, and subcontracting is not permitted. Professional liability insurance requirements include $2,000,000 per occurrence and $4,000,000 annual aggregate, with commercial general liability insurance of $1,000,000 and workers' compensation coverage. While no specific budget range was detailed, bidders are required to provide a unit price per psychological screening, with an estimated quantity of 100 cadets. Liquidated damages of $200 per calendar day will be assessed for failure to meet specified delivery schedules. Bidders must submit three professional references, copies of licenses and certifications, a list of assessment instruments, and a sample evaluation report format. The State of Wisconsin reserves the right to conduct background checks on contractors and requires strict compliance with HIPAA regulations for protecting personally identifiable information.
