About this file

This is Addendum 1 to Request for Bid (RFB) 500037 issued by the Wisconsin Department of Transportation, Purchasing Division, for psychological screening services for State Patrol cadet applicants. The RFB seeks a contractor to provide psychological evaluations at the Wisconsin State Patrol Academy in Fort McCoy, Wisconsin, to ensure compliance with Wisconsin Administrative Code LES 2.01 requirements that law enforcement applicants be free from physical, emotional, or mental conditions that could adversely affect job performance. The State Patrol typically hires 25 to 50 full-time law enforcement officers annually, though no minimum quantity is guaranteed. Screenings must be conducted at the academy location, and the awarded contract will be made available to other Wisconsin state agencies hiring certified law enforcement positions, including the Department of Natural Resources, Department of Corrections, and Department of Administration. The bid submission deadline is October 31, 2017, at 2:00 PM. The addendum was issued on October 16, 2017, by Purchasing Agent Deb Adamski-Pavloski.

The addendum clarifies requirements regarding psychological assessment instruments through three questions and answers. The state requires a minimum of one written assessment instrument but permits multiple instruments; the emphasis is on written rather than oral-only assessments. Bidders must submit with their proposals a list of all written assessment instruments they plan to use. Assessment instruments must include validation evidence consistent with the Principles for the Validation and Use of Personnel Selection Procedures, Fourth Edition (August 2003), and should align with the Preemployment Psychological Evaluation Guidelines ratified by the IACP Police Psychological Services Section in 2014. All bids will be evaluated based on their ability to meet the specifications outlined in the RFB, and bidders must certify compliance with competitive bidding requirements and state terms and conditions.

500037 Questions and Answers:

Q1: Does the RFB presuppose that at least one written assessment instrument could be sufficient to determine whether an applicant meets the minimum requirements for psychological suitability, as described in the Preemployment Psychological Evaluation Guidelines ratified by the IACP Police Psychological Services Section in 2014? (Emphasis added.)

a. If your response is “yes”, should the bidder include in its proposal any explanation of or justification why only one written assessment instrument is sufficient to meet minimum requirements described in the Guidelines ratified by IACP?

b. If your response is “no”, would you think it unreasonable to consider removing the requirement “using at least one written assessment instrument” in RFB Section 3. Screen Procedure, and replace it with “using at least one assessment instrument to assess psychopathology and one assessment instrument to assess normal personality traits?”

A1: We are looking for at a minimum of one written assessment. More than one may be used, our concern is written as opposed to only oral assessments.

Q2: How should the bidder reconcile the apparent ambiguity or contradiction between the requirement that bidders include with their bid a list of all written assessment instruments the bidders plan to use, in RFB subsection 2.5, and the specification that “The Contractor must assess each applicant using ‘at least one written assessment instrument … [and] Written assessment instruments (tests)… [with] Validation evidence [that] should be consistent with…” the Principles for the Validation and Use of Personnel Selection Procedures, 4th ed., August 2003, which is referred to in the RFB Section 2.5 and 3.

Specifications, Subsection 3.4.D? (See RFB Section 3.3 D. as part of the Specifications. Emphasis added).

A2: Again, we are looking for a minimum of one assessment, more may be utilized, we want copies of written assessment/s used.

Q3: Is it your intention to judge the quality of the bidder’s solicitation using the Preemployment Psychological Evaluation Guidelines, ratified by the IACP in 2014, as the standard for conducting preemployment psychological evaluations?

A3: Our intent is to evaluate all bids respective of their ability to meet all of the specifications listed in the RFB.
