About this opportunity

The City of Tampa is requesting proposals for psychological screening services to support the Tampa Police Department and Tampa Fire Rescue, with proposals due September 29, 2026 at 3:00 p.m. Small Local Business Enterprise (SLBE) participation is weighted in evaluation — a City of Tampa–certified SLBE operating as prime contractor with meaningful SLBE subcontractor participation may receive five to fifteen evaluation points (plus up to three discretionary points), while non-SLBE primes with certified SLBE subcontractors may receive zero to ten points, with a fifteen-point ceiling.

The successful proposer must be a licensed doctoral-level clinical psychologist with expertise in psychological testing and assessment for public safety personnel and familiarity with ADA and EEO employment law. The scope includes pre-employment psychological evaluations and fitness-for-duty assessments for approximately 110 applicants annually using standardized instruments (MMPI-3, NEO Personality Inventory-Revised, Personality Assessment Inventory, California Psychological Inventory, and others), structured clinical interviews, written evaluation reports with recommendations, quality control, and emergency consultation services. A designated Lead Psychologist must provide clinical oversight and independent re-evaluations of unsuitable applicants. Examinations are ordinarily conducted during normal business hours (Monday–Friday, 8:00 a.m.–5:00 p.m.) at the proposer's local office within 20 miles of Old City Hall in Tampa.

The contract term is one year from award with four optional one-year renewals by mutual agreement, plus up to three unilateral 30-day extensions at the City's discretion. Initial bid prices remain firm for the first year; thereafter, pricing may escalate or de-escalate based on the Consumer Price Index for All Urban Consumers with 60 days' notice. Questions are due September 14, 2026 at 3:00 p.m. A non-mandatory pre-proposal conference is scheduled for September 8, 2026 at 10:00 a.m. at 2555 E. Hanna Avenue, Tampa, Florida. Proposers must submit Good Faith Efforts documentation (DMI 10, 20, and 50 Forms) and current SLBE certification to be eligible for SLBE evaluation points. The City reserves the right to request financial statements, conduct background investigations, and issue best and final offer requests prior to award. All proposers must comply with federal and state requirements including drug-free workplace standards, equal employment opportunity regulations, and Florida's E-Verify law. Proposals must be submitted electronically through the OpenGov eProcurement Portal.
