About this opportunity
The Commonwealth of Pennsylvania, acting through the Pennsylvania State Police (PSP) Department, seeks qualified vendors to provide comprehensive lawn care maintenance services at the PSP Troop F Stonington facility located at 2465 State Route 61, Sunbury, PA 17801 in Northampton County. This is an Invitation for Bids (IFB #6100065401) soliciting all labor, equipment, and materials necessary to perform lawn care maintenance on a five-year contract basis. The scope of work encompasses four primary service categories: weekly lawn mowing from April through the end of the cutting season (32 estimated annual occurrences) with grass trimming around walkways, parking lots, buildings, signs, and the impound lot; trimming and pruning of shrubs, bushes, trees, and landscaping during May, June, and September; monthly weed control during the cutting season including herbicide application and manual weed removal (7 estimated annual occurrences); and mulching of flower beds, shrub beds, and tree rings as requested by the Station Commander (1 estimated annual occurrence). The contractor must supply all necessary equipment, remove all clippings, trimmings, and debris from the premises, and ensure no equipment is stored or left unattended on PSP properties when not in use. Required qualifications include current Pennsylvania small business certification, current proof of insurance naming PSP as certificate holder with additional insured language, compliance with the Worker Protection and Investment form (BOP-2201) requirements, and completion of a mandatory site visit. The contract will be awarded to the lowest responsive and responsible bidder based on pricing submitted in the provided cost matrix. Critical deadlines include a mandatory site visit appointment with Sgt. Brent Zechman at 570-286-5601 prior to bid submission, written questions due to RA-SPPSPBIDS@PA.GOV no later than February 18, 2026 at 11:00 a.m., and electronic bid submission through the PA Supplier Portal at www.pasupplierportal.state.pa.us with a due date of February 25, 2026.
This procurement is restricted to vendors certified as small businesses through the Commonwealth's Department of General Services self-certification process, with all bidders required to be registered in the Commonwealth's Vendor Master file at the time of bid opening. Prospective bidders must complete a mandatory site visitation and submit a signed Proof of Visit form authenticated by the Station Commander or authorized representative; failure to submit this form will result in automatic bid rejection. Bidding requirements include submission of a completed cost matrix with separate pricing for each of the five contract years, the completed Worker Protection and Investment form (BOP-2201) certifying compliance with Pennsylvania's labor and workforce safety laws, current Pennsylvania small business certification, and current proof of insurance meeting specified requirements. The contract includes an enhanced minimum wage requirement of $15.00 per hour with annual cost-of-living adjustments, background check requirements for all employees accessing Commonwealth facilities, and comprehensive compliance obligations under federal and state nondiscrimination and contractor integrity provisions. Insurance coverage must provide public liability and property damage protection of at least $250,000 per person and $1,000,000 per occurrence. No incumbent vendors or budget range information has been disclosed in the available procurement documents.
