About this file
This is a Worker Protection and Investment Certification Form (BOP-2201) issued by the Commonwealth of Pennsylvania in compliance with Executive Order 2021-06, applicable to all contractors and grantees working with the state. The form requires contractors to certify compliance with Pennsylvania's Unemployment Compensation Law, Workers' Compensation Law, and all applicable state labor and workforce safety laws, including regulations governing workplace misclassification, child labor, minimum wage, prevailing wage, equal pay, employment medical examination fees, seasonal farm labor, wage payment and collection, industrial homework, construction industry employee verification, healthcare overtime limits, apprenticeship and training, and employment record inspection. The certification applies to the PSP Troop F Stonington Lawn Care Services contract, which solicits lawn care maintenance services for the Pennsylvania State Police facility located at 2465 State Route 61, Sunbury, PA. Interested vendors must submit electronic bids through the PA supplier portal at www.pasupplierportal.state.pa.us no later than February 18, 2026 at 11:00 a.m., with all questions to be submitted in writing to RA-SPPSPBIDS@PA.GOV by the same deadline.
Bidders are required to complete and submit the BOP-2201 certification form, a cost matrix, a signed proof of visit form from the Station Commander or authorized representative, current Pennsylvania small business certification, and current proof of insurance naming PSP as certificate holder with additional insured language. Failure to provide accurate certification exposes contractors to penalties including contract termination and three-year ineligibility to bid on state contracts under 62 Pa. C.S. § 531, as well as potential criminal penalties under 18 Pa. C.S. § 4904 for unsworn falsification to authorities. Contractors must also immediately report any changes in compliance status to the Purchasing Agency during contract performance.
