About this opportunity

Gwinnett County Board of Commissioners is requesting proposals for inmate commissary services on an annual contract basis under RFP RP019-23, with proposals due June 14, 2023 at 2:50 p.m. (extended by Addendum #1 from the original May 31 deadline). Vendors must not be on the Gwinnett County ineligible source list; firms that are debarred, suspended, or otherwise ineligible are prohibited from submitting.

The scope covers a comprehensive range of commissary items supplied to county correctional facilities, including beverages, snacks, candy, hygiene products, and miscellaneous goods such as stationery, batteries, stamps, and radios. The vendor must interface with Gwinnett County's SmartCop Jail Management System.

Evaluation criteria carry the following point allocations: service provider experience and qualifications (15 points), understanding and approach (35 points), equipment and software services (20 points), references (10 points), RFP compliance and completeness (5 points), and total commission structure (15 points). The contract includes four renewal options with pricing held firm throughout the initial term and all renewals.

The award information indicates the total annual contract value is $224,134.36, reflecting approximately 50 percent of the estimated annual quantity across all product categories. Keefe Commissary Network, LLC was selected as the recommended vendor with a score of 96.5 out of 100 points. The contract cost structure breaks down by category: beverages at $46,686.07, chips and snacks at $116,481.43, candy and pastries at $12,950.88, hygiene products at $28,331.52, and miscellaneous items at $19,684.46 combined.

Proposals must include vendor references, a code of ethics affidavit, contractor affidavit and agreement, and a fee schedule in a separate sealed envelope. Submittals require one unbound single-sided original, four exact copies, and one identical electronic PDF copy on a flash drive with cost information excluded from electronic submissions. Physical submissions only; the county does not accept electronic submittals for formal solicitations. Questions were due May 24, 2023.
