About this file
This is an Addendum to a Request for Proposal (RFP) issued by Gwinnett County Board of Commissioners in Georgia for the provision of inmate commissary services on an annual contract basis. The addendum, issued on May 23, 2023, extends the proposal deadline to 2:50 p.m. on June 14, 2023, and the question deadline to 1:00 p.m. on May 24, 2023. Vendors must submit one unbound single-sided original, four exact copies, and one identical electronic PDF copy on a flash drive, with the electronic submission explicitly excluding cost information. Required submittal documents include the vendor's proposal, references, code of ethics affidavit, contractor affidavit and agreement, and a fee schedule in a separate sealed envelope.
Pricing must be calculated by multiplying the Individual Unit Price by the Estimated Annual Quantity to determine Total Price, with vendors required to include the Individual Unit Size for lowest unit of measure calculations. A bid bond is not required for this solicitation. The county will not accept electronic submittals for formal solicitations, and submissions received after the 2:50 p.m. deadline will not be considered. Vendors must not be on the Gwinnett County ineligible source list, and any firm that has been debarred, suspended, or otherwise placed on this list is prohibited from submitting offers or proposals to the county during the period of ineligibility.
