About this opportunity
Washington County, Oregon, through its Sheriff's Office and Community Corrections Center, is seeking a comprehensive vendor to provide inmate communication services via phone, video, and tablet technologies. The Request for Proposal (RFP) No. 2020.079P was released on August 11, 2020, with proposals due on September 11, 2020, at 2:00 pm. The primary objectives include enabling inmates to communicate with family and friends while maintaining strict security controls and preventing illicit activities. The proposed system must include inmate telephone services, video visitation, service-enabled tablets, and associated hardware and software, with critical features such as call monitoring, restricted number blocking, and compliance with ADA requirements. Evaluation criteria will encompass technical capabilities, hardware specifications, maintenance and support, and financial considerations, with proposers required to demonstrate integration capabilities with existing jail management systems and provide robust security features.
No specific set-aside designations or restrictions on respondent types were explicitly detailed in the provided documents. The contractor will be responsible for providing all equipment, installation, maintenance, and services at no cost to the county, with revenue generated through communication services. While no incumbent vendor was identified, the county requires the new system to integrate with existing infrastructure and jail management systems. The RFP indicates that the county reserves the right to reject any proposal and negotiate contract terms with the selected vendor. Although a specific contract value was not disclosed, the comprehensive nature of the services suggests a potentially significant financial opportunity for the selected vendor, with revenue generation potential through inmate communication service fees. The contract appears designed to be a comprehensive, technology-driven solution for inmate communication services that prioritizes safety, security, and communication accessibility.
