About this opportunity
The City of Cairo in Glascock County, Georgia, is seeking sealed bids for the Kennedy Place Rural Workforce Housing Initiative construction improvements. The procurement involves comprehensive infrastructure development, with bids due by 11:00 AM on February 19, 2026, at City Hall located at 119 North Broad Street. A mandatory pre-bid conference is scheduled for February 5, 2026, at 11:00 AM, which all potential bidders must attend. Bidding contractors must be pre-qualified Georgia Department of Transportation Contractors, and utility work must be performed by licensed Georgia Utility Contractors. Bidders are required to submit a Bidders Affidavit of Compliance with O.C.G.A. 13-10-91 and display their license numbers clearly on bid envelopes. Bidding documents can be obtained from Watkins & Associates, L.L.C. in Tifton, Georgia, for a non-refundable fee of $300.00 per set. The city reserves the right to reject any bids deemed non-responsive, unbalanced, or from contractors considered financially uncertain.
The solicitation does not explicitly mention specific set-aside designations for disadvantaged enterprises or minority-owned businesses. No incumbent vendors or existing infrastructure details are provided in the documentation. While the exact project budget is not disclosed, the $300 document purchase fee and the scope of a rural workforce housing infrastructure project suggest a potentially substantial investment. Bidders must maintain their bid submissions for 60 days following the closing time, indicating a comprehensive evaluation process. The procurement appears focused on selecting a qualified contractor capable of executing infrastructure improvements for the Kennedy Place Rural Workforce Housing Initiative, with the City of Cairo maintaining significant discretion in contractor selection based on technical capability, financial stability, and alignment with project objectives.
