About this opportunity

The Town of Stratford, Connecticut is requesting Statements of Qualifications from development entities interested in redeveloping a municipally owned 23-acre property for affordable housing, with sealed submissions due September 30, 2026 at 10:00 a.m. A mandatory facility tour is scheduled for September 15, 2026 at 10:00 a.m.

The property at 300 Armory Road is the former Ella T. Grasso Regional Center, which ceased operations in 2016 and was conveyed to the Town by the State of Connecticut. The site includes an administration building, two deteriorating buildings available for rehabilitation or demolition, and an indoor swimming pool currently operated by Stratford Public Works. The Town's primary goal is to create at least 100 affordable senior units. The property is within one mile of the Merritt Parkway (CT-15) and adjacent to Nichols Avenue and Hawley Lane Mall, providing access to retail shopping, groceries, pharmacies, financial institutions, and healthcare providers.

Respondents must provide company experience, personnel qualifications and resumes, project approach, disciplinary history disclosures, exceptions to the RFQ terms, and three references for similar projects completed within the past three years, particularly senior housing, affordable housing, state and federal program assistance, and municipal or public housing authority partnerships. SBE/MBE certification is an evaluation criterion. Evaluation also weighs lead project manager and team qualifications, experience with municipal, state, and federal resources, relationships with public housing authorities, and community engagement experience. The Town will shortlist a minimum of four qualified firms to participate in a subsequent Request for Proposal process.

Submissions must be physical only — one printed original, five copies, and one USB drive in PDF read-only format — delivered to the Town Purchasing Department, 2725 Main Street, Room 104, Stratford, Connecticut 06615. Written questions are due September 22, 2026 at 12:00 p.m. directed to Phillip Ryan, Purchasing Agent, at PRyan@townofstratford.com. All submissions must remain firm for 90 days from the due date. The property is subject to deed restrictions requiring use for municipal and affordable housing purposes, with reversion to the State of Connecticut if conditions are not met.
