About this file

This is a Request for Qualifications (RFQ) issued by the Town of Stratford, Connecticut, seeking development entities to propose redevelopment options for a 23-acre municipally owned property designated for affordable housing purposes. The property, located at 300 Armory Road, is the former Ella T. Grasso Regional Center, a state-operated regional care facility conveyed to the Town for housing redevelopment. The site includes an administration building, two deteriorating buildings suitable for rehabilitation or demolition, and an indoor swimming pool currently operated by Stratford Public Works. The property is situated within one mile of the Merritt Parkway (CT-15) and adjacent to Nichols Avenue and Hawley Lane Mall, providing convenient access to retail shopping, groceries, pharmacies, financial institutions, and healthcare providers. The solicitation opened on August 19, 2026, at 4:00 p.m. EDT and closes on September 30, 2026, at 10:00 a.m. EDT. A mandatory facility tour is scheduled for September 15, 2026, at 10:00 a.m. The vendor question and answer period runs from August 19, 2026, at 4:15 p.m. EDT through September 22, 2026, at 12:00 p.m. EDT.

Respondents must submit physical-only proposals consisting of one printed original, five copies, and one USB drive in PDF read-only format to the Town Purchasing Department, 2725 Main Street, Room 104, Stratford, Connecticut 06615. Submissions must include company experience, personnel qualifications and resumes, project approach, disciplinary history disclosures, exceptions to RFQ terms, and three references for similar projects completed within the past three years, with emphasis on senior housing, affordable housing, and experience with state and federal program assistance and municipal or public housing authority partnerships. SBE/MBE certification status is an evaluation criterion. The Town's primary goal is to create at least 100 affordable senior units, and evaluation will weigh lead project manager and team qualifications, experience with municipal, state, and federal resources, and community engagement experience. All submissions must remain firm for 90 days from the due date. The property is subject to deed restrictions requiring use for municipal and affordable housing purposes, with reversion to the State of Connecticut if conditions are not met. The Town will shortlist a minimum of four qualified firms to participate in a subsequent Request for Proposal process. Contact information: Phillip Ryan, Purchasing Agent, PRyan@townofstratford.com. Electronic submissions are not accepted; all requests for information must be submitted in writing.
