About this file
This is a Sign-in Sheet for a mandatory facility tour related to the Town of Stratford, Connecticut's Request for Qualifications (RFQ) for the redevelopment of the former Ella T. Grasso Regional Center, a 23-acre municipally owned property located at 300 Armory Road. The facility tour was scheduled for Tuesday, September 15, 2026 at 10:00 a.m., allowing prospective development entities to view the property before submitting their qualifications. Sealed submissions of Statements of Qualifications are due September 30, 2026 at 10:00 a.m., with written questions to the Town's Purchasing Agent, Phillip Ryan, due by September 22, 2026 at 12:00 p.m. All submissions must be delivered physically to the Town Purchasing Department at 2725 Main Street, Room 104, Stratford, Connecticut 06615 in the format of one printed original, five copies, and one USB drive in PDF read-only format. Respondents are required to provide company experience, personnel qualifications and resumes, project approach, disciplinary history disclosures, exceptions to RFQ terms, and three references for similar projects completed within the past three years.
The Town's primary objective is to create at least 100 affordable senior units on the property, which includes an administration building, two deteriorating buildings available for rehabilitation or demolition, and an indoor swimming pool currently operated by Stratford Public Works. The property is subject to deed restrictions requiring use for municipal and affordable housing purposes, with reversion to the State of Connecticut if conditions are not met. Evaluation criteria include SBE/MBE certification status, lead project manager and team qualifications, experience with municipal, state, and federal resources, relationships with public housing authorities, and community engagement experience. The Town will shortlist a minimum of four qualified firms to participate in a subsequent Request for Proposal process. All submissions must remain firm for 90 days from the due date.
