About this file

This is Addendum #1 to RFQ #2027-04 issued by the Town of Stratford, Connecticut on September 25, 2026, regarding the property redevelopment of the former Ella T. Grasso Regional Center. The addendum addresses seven requests for information from prospective developers and clarifies key project parameters. The actual developable parcel comprises approximately 17.8 acres at 300 Armory Road (not 63 Armory Road), with 1.12 acres retained by the State of Connecticut for the Stratford Housing Authority and the Department of Developmental Services. The Town's Public Works will continue operating the indoor swimming pool facility. The selection timeline includes RFQ submission deadline of September 30, 2026, with pre-qualified team selection expected by October 30, 2026. A due diligence period extends from November 1 through December 31, 2026, followed by formal RFP issuance in January 2027 with proposals due mid-February 2027. Final developer selection is anticipated in the first quarter of 2027, with Town approvals and land development contract completion expected by the end of the second quarter of 2027.

The Town does not currently possess environmental reports but will complete a Phase 1 Environmental Site Assessment as part of the RFP process. Respondents are prohibited from contacting the Stratford Housing Authority during the RFQ phase, as the SHA will participate in the municipal review and selection team; however, further discussions with SHA may occur after preferred developer selection following the RFP process. The project timeline does not align with the November 13, 2026 Connecticut Department of Housing deadline for 9% tax credit funding in the 2027 cycle. Developers should note that any existing cross-easements for access and parking for the retained State parcel will be confirmed and incorporated into the eventual land development contract between the Town and the selected developer. The property is subject to deed restrictions requiring use for municipal and affordable housing purposes with reversion to the State of Connecticut if these conditions are not met.

ADDENDUM #1

RFQ #2027-04

PROPERTY REDEVELOPMENT OF FORMER

ELLA T. GRASSO REGIONAL CENTER

25th September, 2026 – It is intended that this Addendum incorporating the following corrections, revisions, additions, deletions and clarifications become part of the Contract Documents.

Requests for Information (RFI):

1. The recorded lot split map by Martin Surveying Associates shows a 1.12 acre parcel (48,741 SF) to be retained by the State of Connecticut, located within the developed portion of the campus. Will that parcel remain in State use, and for what purpose? How many parking spaces does the State retain under the proposed reciprocal parking easement, and where are they located?

Response: The 1.2-acre parcel at the northwest corner of the overall site and identified on split parcel map 30/16 11/4 (p.19 of the RFQ) housing the Stratford Housing Authority (SHA) and the State Department of Developmental Services (DDS) is not part of the development site/parcel and will continue to be operated by the public agencies housed there. Necessary cross easements to ensure access and parking for this parcel will be confirmed and incorporated into the eventual land development contract between the Town and selected developer.

2. Is the pool inside the development area? Will Public Works keep operating it, and who pays capital repairs?

Response: The Town Public Works department will continue to operate and maintain the pool facility and operating agreements/land control agreements will be affirmed as part of the land development contract.

3. Please confirm the acreage. The RFQ states 23 acres and the recorded lot split map shows 17.280 acres to be conveyed to the Town plus 1.12 acres retained by the State. Does the 2022-11-22 lot split map define the development parcel?

Response: The ‘23’ acres noted in the RFQ encompasses utility easements and the above 1.12-acre SHA/DDS building retained by the State of Connecticut. Respondents should consider the overall site to be developed as roughly 17.8 acres inclusive of wetland areas.

4. Three of the aerial exhibits included in the RFQ package appear to highlight Parcel ID 2016040007, which corresponds to #63 Armory Road. Can the Town confirm the correct parcel identification for the subject property?

Response: The development parcel is known as 300 Armory Road. (63 Armory Rd is the 192nd Engineering Battalion of the Connecticut National Guard and is not part of the development parcel or the RFQ)

5. Are any existing environmental reports available to respondents, including hazardous materials surveys, a Phase I or Phase II environmental site assessment, or wetland reports beyond the April 30, 2018 delineation by JMM Wetland Consulting?

Response: The town does not have any environmental reports. A Phase 1 Environmental Site Assessment will be completed and included as part of the RFP process.

6. What is the timeline from the 9-30-26 RFQ #2027-04 submission to shortlist selection? What will be the deadline for the RFP response? When is the expected decision for developer selection? Rationale for these questions is the 11-13-26 deadline for DOH Fall 2026 funding intake that feeds the 2027 9% tax credit round. A developer cannot apply without site control, which would be in the form of an MOU with the Town of Stratford.

Response: It is not the Town’s expectation that a project team will be selected in time for the State DOH November 2026 process to allocate the 9% tax credits. The current outline to select pre-qualified teams via the RFQ process is to complete the selection by Oct 30, 2026. A due diligence window for pre-qualified teams will occur from November 1 through the end of the calendar year. A formal RFP to the pre-qualified teams will be issued in the first weeks of January with specific project proposals due by mid-February 2027 with a selection made in the first quarter of 2027. Review and approvals by Town officials and boards/commissions is expected to be completed by end of the second quarter of 2027 including land development contracts and any site control agreements.

7. May respondents talk with the Stratford Housing Authority about a partnership without breaking the contact rule?

Response: No, not at this time. The Stratford Housing Authority is expected to be part of the municipal RFQ review and selection team for the pre-qualified firms. Respondents should outline any experiences working with housing authorities and any development concepts that incorporate the housing authority as part of their RFQ submission that can be further refined within the RFP process in early 2027. Final discussions/agreements with the SHA would be permissible upon selection as a preferred developer following the RFP process.
