About this opportunity
The City of Long Beach Department of Human Resources is requesting proposals for Property and Casualty Liability brokerage services under RFP HR-23-308, with proposals due August 12, 2025 at 11:00 AM PST. A local preference program applies: five points are available to firms maintaining their principal place of business within Long Beach city limits with a current business license and sellers permit; an additional five points are available if the location is a brick-and-mortar or non-residential commercial site, for a total potential preference of ten points.
The scope encompasses comprehensive insurance placement and market analysis, claims management and risk mitigation, Enterprise Risk Management program support, and annual stewardship reporting for excess municipal liability, property, airport, aircraft liability, employment practices liability, crime, and storage tank liability coverages. The selected broker must respond to certificate-of-insurance requests within one business day, provide written responses to coverage modification requests within five days, conduct market analysis meetings at least four months before policy expiration, and provide on-demand assistance during the 2028 Summer Olympics. Minimum qualifications include California insurance broker licensure, five years of experience providing casualty and property insurance services for public entities, and Equal Opportunity Employer status.
The contract term is initial two years with options to renew for three additional one-year periods at the City's discretion, not to exceed five years total. The City prefers a fixed-rate fee structure but is open to alternative compensation options that remain relatively stable year to year. Evaluation weights are Organizational Capacity and Experience (35%), Method of Approach (25%), Communications and Reporting (20%), and Reasonableness of Cost (20%). Written questions are due July 15, 2025 at 11:00 AM PST, with responses posted July 29. Proposals must be submitted through LongBeachBuys.com and must acknowledge Addendum 1 (Questions & Answers). The Equal Benefits Ordinance applies to contracts valued at $100,000 or more.
