About this file
This is a Narrative Proposal Template for the City of Long Beach, California, soliciting proposals from qualified insurance brokerage firms to provide Property and Casualty Liability insurance brokerage services. The template requires proposers to submit comprehensive information addressing organizational capacity and experience, methodology, and communications and reporting capabilities. Proposers must detail their qualifications to provide the requested services, describe their length of experience in the field, identify current and past public entity clients served by the office handling the City's account, and specify staffing plans with employee names, titles, and time allocations. The template also requires proposers to provide three references with project descriptions and dates, and to disclose any subcontractors involved in the proposal, including their qualifications and registration status with the California Department of Industrial Relations.
The proposal template emphasizes the City's need for proactive risk management strategies tailored to its specific risk profile and insurance needs, as well as the ability to identify and mitigate operational, technical, and legal challenges. Proposers must describe their data and reporting systems for evaluating program performance, explain front-line employee supervision methods, and detail how they will report performance metrics to the City and coordinate with other City stakeholders, particularly regarding the 2028 Olympics. If subcontractors are utilized, proposers must describe plans for notifying the City of subcontractor payments. The template does not specify pricing terms, contract duration, renewal options, award dates, or response deadlines within the provided document.
