About this file
This is a Local Preference Program attachment for the City of Long Beach used in state and local contract solicitations. The provision establishes a preferential scoring mechanism designed to encourage local business participation in City procurement processes.
The City of Long Beach applies five extra credit percentage points to all businesses that qualify as local businesses, defined as companies or organizations maintaining their principal place of business at a fixed location within the City limits with a current City of Long Beach business license and sellers permit (if applicable). An additional five percentage points are awarded to local businesses operating from a brick and mortar or non-residential commercial location, for a total potential preference of ten points. Businesses claiming local preference must affirmatively request the preference in Attachment C and provide copies of their current business license and sellers permit with their solicitation package. The form requires bidders to certify their eligibility status, provide their business license number and sellers permit number, list the address associated with their business license, indicate whether the location is commercial or residential, and provide a signature, name, and date. Failure to complete this section results in ineligibility for preference points.
