About this opportunity
The City of Albuquerque's Purchasing Division, on behalf of the Albuquerque International Sunport (RFP-2025-726-AVI-GB), is seeking a Project Management and Construction Management (PMCM) services firm to support capital improvement projects, construction activities, and overall program management. The selected firm will augment internal Sunport staff during capacity constraints and provide comprehensive oversight and coordination for project delivery using various methodologies, including Design-Bid-Build, Construction Manager at Risk (CMAR), Design-Build, and Public-Private Partnerships (P3). Minimum qualifications require proposers to demonstrate completion of PMCM assignments at a minimum of three commercial service airports within the past five years, with at least one project at a medium or large hub airport as defined by the FAA. Key personnel, including the project manager, must possess at least ten years of demonstrated experience in scheduling, design, project controls, and/or contract management, with experience in commercial airports operating in multi-phase construction projects required. The evaluation utilizes 1,000 total points, with the cost proposal worth 200 points and based on an hourly rate structure inclusive of all costs to perform the scope of work. The non-mandatory pre-proposal conference is scheduled for April 7, 2026, at 11:00 a.m. via Zoom, questions must be submitted by April 20, 2026, at 9:00 a.m. MDT, and proposals are due by May 1, 2026, at 4:00 p.m. Mountain Time through the City's eProcurement system. The contract term is anticipated to be four years with one additional one-year extension option for a total of five years.
This federally-funded project has no local or disadvantaged business enterprise set-asides applicable to this procurement. All proposals must comply with federal terms and conditions per 2 CFR Part 200, Appendix II, including Equal Employment Opportunity, Davis-Bacon Act, Copeland Anti-Kickback Act, Contract Work Hours and Safety Standards Act, Buy American Preference provisions, and debarment and suspension certifications. Insurance requirements include Commercial General Liability of $2,000,000 per occurrence, Automobile Liability of $1,000,000 combined single limit, and Workers' Compensation Insurance per New Mexico law. No incumbent vendor or current contractor information has been specified in the available documentation. The RFP does not provide a specific award value or budget range; pricing will be evaluated on a cost-per-hour basis with the lowest cost provider receiving the maximum allocation of the 200 cost evaluation points.
