About this opportunity
The Washington State Recreation and Conservation Office (RCO) is seeking a sole source contract with Timmons Group, Inc. for maintenance and enhancements to the Project Information System (PRISM) and Salmon Recovery Portal (SRP), a complex database system originally developed in 1995 that manages approximately $1.1 billion in grants and contracts across over 3,000 sponsors. The procurement covers comprehensive software maintenance and development services, including modifications of existing modules, troubleshooting, GIS service updates, software problem resolution, report and web page development, requirement gathering, new module analysis and creation, technology upgrades, and application and database security maintenance. The contract is specifically focused on sustaining a highly specialized system with over 1,000 data tables, 500 views, 4,000 stored procedures, and 20 modules with integrated GIS features. The procurement opportunity is open to potential offerors who can demonstrate capability in managing legacy database systems, with a proposal submission deadline of May 31, 2025. Vendors are required to submit detailed capability statements within ten working days of the posting, demonstrating expertise in complex system inheritance and code structure analysis.
The contract is a sole source procurement targeted exclusively at Timmons Group, based on their existing familiarity with the custom-developed system and to mitigate potential disruptions from vendor transition. The initial contract term is three years, with options to extend for up to three additional two-year increments. Compensation is structured with hourly rates ranging from $107 for QA/QC Engineers to $170 for Senior Software Engineers, with a total contract value of $2,979,599 for the initial term. Funding sources include RCO Admin, OFM Tech Pool, PCSRF, USFWS, and LWCF. The contractor must maintain cyber-liability insurance with at least $1,000,000 coverage per occurrence and comply with state policies, nondiscrimination laws, and specific agency architectural standards. The contract covers multiple Washington state jurisdictions, including but not limited to Franklin, Grant, Chelan, Yakima, and numerous other counties and municipalities. Timmons Group recently transitioned from the previous contractor (Rudeen & Associates) in 2023 and will continue to provide specialized maintenance for this mission-critical system.
