About this file

The document is a Sole Source Posting from the Washington State Recreation and Conservation Office (RCO) dated April 23, 2025, announcing the intent to award a sole source contract to the Timmons Group, Inc. for database maintenance and development services. The contract will cover RCO's customized agency system, which manages granting and contracting functions, and will be issued on or after May 31, 2025, for an initial three-year term. RCO may opt to extend the contract for up to three additional two-year increments, with the potential for equal or slightly higher compensation in each extension.

The total contract value for the initial three-year term is $2,979,599. The sole source justification stems from Timmons Group's existing familiarity with the complex, legacy system developed in 1995, which includes modules for application intake, project review, active project management, and fiscal payments. The RCO argues that transitioning to a new vendor would result in additional training costs, potential delays in troubleshooting, and possible compromises to the system's security and stability. Potential offerors are required to submit capability statements within ten working days, addressing their qualifications for managing the unique database system, experience with legacy system inheritance, and methods for analyzing existing code structure.

STATE OF WASHINGTON

Recreation and Conservation Office

SOLE SOURCE POSTING

April 23, 2025

The Washington State Recreation and Conservation Office (RCO), contemplates awarding a sole source contract to the Timmons Group, Inc. to provide maintenance and development services to RCO’s customized database.

RCO requires database management services to an extensive, customized agency system of modules and shared components constructed in 1995. RCO uses the system to manage all granting and contracting service functions including application intake, project review, active project management, and fiscal payments to sponsors and partners. Timmons Group, Inc. is uniquely positioned to provide these services due to their familiarity with this complex system after onboarding two years ago and having developed considerable familiarity with the system. The transition to a new vendor would result in additional costs to train a new contractor, anticipated delays in trouble shooting database issues, and could compromise the security and stability of a platform that is critical to agency business needs.

RCO will enter into a THREE (3) year contract with the Timmons Group, Inc. The contract will be issued on or after May 31, 2025 for an initial THREE (3) year term. The cost of this THREE (3) year contract is $2,979,599. RCO may opt to extend the contract for an additional THREE (3) times in TWO (2) year increments if required. RCO anticipates that each optional additional TWO (2)

YEAR EXTENSION would result in equal (and/or slightly higher) consideration being added to the total contract value.

Offerors contemplating the above requirements are required to submit capability statements detailing their ability to meet the state’s requirements within ten (10) working days of this announcement.

Vendor capability statements should address how they are qualified and capable of performing the following requirements:

• Contractor must describe how they are qualified and capable of meeting the unique database management service needs to this customized agency system.

• Contractor must describe their experience inheriting a legacy system from another vendor, including expected length of time to become proficient with existing code base.

• Contractor must include methods and steps that would be taken to research and analyze existing code structure.

In the absence of other capable sources, it is the state’s intent to make a sole source award of the contract. To submit capability statements or for questions, contact:
