The State is using a two-step design-build procurement process, where qualified design-build entities will be selected through this RFQ, and then the top three will be invited to submit proposals in response to a Request for Proposal (RFP). The project must be designed and constructed to achieve a minimum LEED Gold certification and Zero Net Energy. A mandatory RFQ briefing conference is scheduled for August 8, 2024, and Statements of Qualifications are due by September 10, 2024. The design-build contract award is currently scheduled for late Spring 2025.

The State has established a minimum 3% Disabled Veteran Business Enterprise (DVBE) participation goal and a 25% Small Business participation goal for this project. The project will be subject to a Project Labor Agreement and requires the use of a skilled and trained workforce. The State has estimated a stipulated sum of approximately $307 million for the design-build contract, though the actual stipulated sum will be defined in the future RFP. The State is seeking design-build entities that can provide the required architectural, engineering, and construction services, including specialized consultants such as a parking structure consultant and transportation consultant.
