About this file
This document is a Request for Qualifications (RFQ) from the California Department of General Services Real Estate Services Division for the design and construction of the new Exposition Park Underground Parking Structure, Office of Exposition Park Management Headquarters, Community Center and Park in Los Angeles, California. The project consists of a new underground parking structure with 1,775 spaces, a 43,000 square foot headquarters and community center building, new site improvements, utilities, and related infrastructure. The State is using a two-step design-build process, where qualified design-build entities will first be selected through this RFQ process, then the top 3 will be invited to submit proposals in response to a Request for Proposal (RFP). The project is currently estimated at approximately $307 million and the award is scheduled for late Spring 2025. A mandatory RFQ briefing conference is scheduled for August 8, 2024, and Statements of Qualifications are due by September 10, 2024.
The RFQ outlines detailed insurance, bonding, financial, and safety requirements for the qualified design-build entities. It also specifies that the project must be designed and constructed to achieve LEED Gold certification at a minimum and Zero Net Energy (ZNE). The design-build team must include an architect, general contractor, structural engineer, landscape architect, parking structure consultant, and transportation consultant, all licensed in California.

Notification to the State does not provide coverage. Value increases must be approved by the insurance carrier and Design-build Entity must have a Certificate of Insurance issued by the insurance carrier showing the increased values. Lacking confirmation from the State’s insurance carrier that additional coverage was procured, the Design-build Entity will be responsible for damages in excess of the coverage limits provided within the Summary of Coverage.
