About this opportunity

The County Commissioners of Queen Anne's County, Maryland, Department of Parks and Recreation is requesting sealed bids for professional well installation services at White Marsh Park, 200 Bloomfield Farm Lane, Centreville, Maryland, with bids due November 7, 2025, at 1:00 p.m. EST. A pre-bid meeting is scheduled for November 3, 2025, at 1:00 p.m. at the project site. The local-vendor preference does not apply because not all project funds are county funds.

The scope encompasses full well installation to provide a potable water source for a public restroom facility serving approximately 181,000 annual visits, including site assessment and planning, permitting and inspections, well drilling and casing, constant-pressure pump installation (minimum 15 gallons per minute at 70 PSI), water line installation and stub-up, testing and water-quality assurance, as-built documentation, and site restoration. The pump must be Franklin, Grundfos, or Gould brand, 1–3 HP, 240V, with a PVC pitless adapter, 80-gallon bladder tank, and 2-inch Schedule 120 PVC column pipe. Fixtures to be connected include one urinal, five toilets, four sinks, one wash sink, water fountain, and exterior hose bib. The contractor must obtain all permits and conduct Maryland Department of Environment Appropriation Permit application by December 1, 2025, or within two weeks of notice-to-proceed (whichever is sooner). Work must be substantially completed by April 1, 2026, before concrete building installation in May 2026, with final completion 15 calendar days thereafter. The contractor must hold current state and local well-installation licenses and maintain comprehensive general liability ($1,000,000 per occurrence / $2,000,000 aggregate), automobile liability ($1,000,000 combined single limit), workers' compensation, and builder's risk insurance for 100% of contract value.

Bids must include a lump-sum price and 5% bid bond if exceeding $100,000. Performance and payment bonds equal to 100% of the bid are required if the contract exceeds $100,000. Liquidated damages are $100 per calendar day for delays beyond 90 calendar days from notice-to-proceed. The well carries a five-year warranty on capacity; pump carries manufacturer's warranty and one-year labor warranty. Bids remain irrevocable for 60 days following opening. Addendum 1, issued November 5, 2025, incorporates a plumbing schematic and revised scope of work marked in red. Electronic submission is accepted at qacmd.seamlessdocs.com/f/whitemarshwell or hard copy delivery to 1945 4-H Park Road, Centreville, Maryland 21617. The award goes to the lowest responsive, responsible bidder.
