Professional Well Installation Services: White Marsh Park
Revised Scope of Work, Section I, of the Invitation to Bid: 11.5.25
This revised document shall replace the original Section I in its entirety.
I. SCOPE OF WORK (Addendum 1 revisions shown in red.)
This Invitation to Bid is to obtain licensed professional well installation services to establish a potable water source for a restroom at White Marsh Park.
The restroom will be fully conditioned and will serve a public athletics park year-round. Park usage is estimated at approximately 181,000 visits per year, for approximately 500 visits per day.
However, peak usage can reach 2,000 visits daily when tournaments are hosted. Based on a similar park with similar usage rates and the opinion of our Sanitary District staff, sewer and water service of 250 gpd will be adequate, but our system requirements must be capable of scaling to 500 flushes per day.
The successful bidder will be responsible for all aspects of well installation, including permitting and inspections from AHJ’s, excavation, connection to a constant pressure pump, and stubbing the water line for future connection. Fixtures to be served by the well will include a urinal, 5 toilets, 4 sinks and a wash sink, water fountain and exterior hose bib.
Manufacturer’s specifications for connections to the restroom building are provided in the
Appendix. A draft site plan, architectural drawings and a separate sheet for plumbing details, P2.01 labeled PLUMB2.pdf (new as of this Addendum 1) are provided as Appendix items.
All work shall comply with local codes, and the contractor shall be responsible for all necessary permits and inspections. The contractor shall provide all labor, tools, supplies and equipment necessary to complete the required work.
Work will be required prior to and following installation of the concrete building in May 2026.
All work leading up to the final connection to the new building will be completed no later than
April 1, 2026.
The successful bidder will be responsible for the following tasks:
1. Site Assessment and Planning
1.1 Conduct a site assessment to determine optimal well location based on soil conditions, water table depth, and engineering specifications provided in the bid package.
1.2 Develop a work plan that includes the layout of the well, pump, and water line, ensuring it complies with local regulations and best practices for park facilities.
1.3 Well is to be completed, developed and grouted according to state regulations.
Flow Test is to be done to determine permanent pump setting. Supply and install one pitless adapter capable of handling both the pump weight and flow rate needed of 40 15 gallons per minute.
1.4 Provide a timeline for permits and the construction schedule within 2 weeks after notice-to-proceed and weekly status updates thereafter to the Project
Manager.
1.5 Access to the site shall be provided by Queen Anne’s County with a gravel entrance just west of (approx. 450 linear feet from) the future well location. That distance is an unused field.
1.6 Electrical power to the site is expected to be installed and available for connection in early 2026. Beginning January 2, 2026, the Contractor will receive regular updates should any delays beyond that date emerge.
1.7 Site stake-out will be handled by Queen Anne’s County.
2. Permitting and Application Management
2.1 Obtain all necessary permits for well drilling and water service installation at the park site, including any health department and environmental clearances as required.
2.2 Submit applications for establishing a new well, manage inspections, and ensure that all regulatory requirements are met for well activation on April 1, 2026.
2.3 The Contractor shall provide to the Project Manager copies of permit application paperwork at the time of application and advise of the ongoing status of all necessary applications on request.
2.4 Application to Maryland Department of the Environment for an
Appropriation Permit shall be completed by December 1, 2025 or within 2 weeks of the Notice to Proceed, whichever is sooner.
3. Well Drilling and Casing Installation
