About this opportunity
Salt Lake City Department of Public Utilities is requesting Statements of Interest and Qualifications from consulting firms to provide professional services on an on-call basis across up to ten service categories under FY2027, with SOQs due September 16, 2026 at 2:00 p.m. through the U3P Utah Public Procurement Place platform. Addendum 01 (issued September 3, 2026) modified only the submission schedule; no changes were made to agreement terms.
The ten service categories are Sewer Collection, Sewer Reclamation, Water Distribution, Water Treatment, Stormwater, Geotechnical, Environmental and Restoration, Electrical, Public Engagement, Development Review, and Property Procurement. Consultants may submit qualifications for one through ten categories and must address all applicable subcategories within each selected area. Each category includes design-support and construction-phase-support services. The RFQ requires identification of team organizational structure, key personnel qualifications, similar project experience, and client references, along with compliance statements regarding litigation, bankruptcy, insurance, and ethical standards.
The maximum total fee per service category is $2 million across all potential Task Orders, with individual Task Orders capped at $200,000. The agreement does not guarantee any volume or duration of work. Consultants must submit fixed hourly or project rate schedules applicable throughout the entire two-year agreement period, organized by staff labor categories; rates remain firm with no adjustment permitted during the term. Subconsultant markups are limited to 3% annually with no markup on reimbursable expenses. Professional liability insurance of $2 million per occurrence / $2 million annual aggregate is required, along with $1 million commercial general liability and $1 million commercial automobile liability.
The agreement term is two years from execution, with the City holding options to renew for three additional one-year terms. Selection occurs September 23–October 7, 2026, followed by negotiation through October 14 and anticipated award between October 7 and October 21. Submission format is portrait 8.5-by-11-inch with one-inch margins and Georgia 11-point font, with page limits from twelve pages (one category) to thirty pages (ten categories), excluding cover sheets, tables of contents, and resumes. Unless waived, the consultant must be registered as a professional engineer in Utah.
