This is Addendum No. 01 to a Request for Qualifications (RFQ) issued by the Salt Lake City Department of Public Utilities (SLCDPU) for Professional Services On-Call FY2027. The RFQ seeks qualified consulting firms to provide professional services across ten service categories, including Sewer Collection, Sewer Reclamation, Water Distribution, Water Treatment, Stormwater, Geotechnical, Environmental and Restoration, Electrical, Public Engagement, Development Review, and Property Procurement. Consultants may submit qualifications for one through ten service categories and must address all applicable subcategories within each selected service area. The submission deadline is 2:00 PM on Wednesday, September 16, 2026, with responses to be submitted electronically through the U3P Utah Public Procurement Place platform in PDF format. The selection process will occur between September 23 and October 7, 2026, followed by contract negotiation from September 30 through October 14, 2026, with final signature and award anticipated between October 7 and October 21, 2026. Executed agreements will commence on the signature date and remain effective for two years, with the City holding the option to renew for three additional one-year terms.

The maximum total fee available per service category is $2,000,000 across multiple Task Orders, with individual Task Orders not to exceed $200,000. Consultants must submit a rate schedule applicable to the entire two-year agreement period, organized by staff categories, which will be finalized upon selection. Addendum No. 01 contains only schedule changes to the original RFQ; no modifications were made to agreement terms or prior addenda. The RFQ requires submission of a Statement of Interest and Qualifications addressing consultant experience, team organizational structure, key personnel qualifications, similar project experience, client references, and compliance statements regarding litigation, bankruptcy, insurance requirements, and ethical standards. Submission format requirements include 8.5-inch by 11-inch portrait orientation with one-inch margins and Georgia 11-point font, with page limits ranging from twelve pages for one service category to thirty pages for ten service categories, excluding cover sheets, tables of contents, and resumes.

PURPOSE AND NEED

SLCDPU is using this Request for Qualifications (RFQ) to identify Consultants qualified to provide services in one or more of the categories listed above. Consultants selected for one or more service categories are expected to execute a “Professional Services On-Call Agreement” (Agreement) with Salt Lake City (City) for each selected service category.

Execution of the Agreement allows the SLCDPU to authorize Task Orders as needed to perform work in the service category. The maximum total fee of the Agreement available for potential authorization through multiple Task Orders is two million dollars ($2,000,000) per service category. The maximum fee for an individual Task Order authorized under the terms of the Agreement is two hundred thousand dollars ($200,000).

The Agreement shall begin on the date of execution of the Agreement and remain in effect for two (2) years from that date. The City has the option to renew the Agreement for three (3) additional one (1) year terms.

The Agreement does not guarantee Consultant any volume or duration of work nor does it guarantee that work will be assigned to Consultant.

SELECTION PROCESS

SLCDPU requests responses from consultants possessing the necessary qualifications, experience, and ability to complete the desired services.

Complete submissions from interested and qualified consultants will be reviewed by an internal selection committee at SLCDPU. Based on the criteria outlined in this RFQ, the committee will determine the Consultants in each Service Category that meet SLCDPU’s objectives. At

SLCDPU’s sole discretion, interviews may be requested with some Consultants during the selection process.

SLCDPU will evaluate SOQs based on completeness, qualifications and experience, and overall value to SLCDPU. The specific criteria used to select Consultant for the Agreement will include the following:

1. Consultant’s qualifications and experience performing the requested services.

2. Response and availability, experience, and qualifications of key personnel performing the services.

3. Experience performing service subcategories.

4. Feedback from references.

5. Overall quality of the SOQ.

SLCDPU will be the sole judge as to which SOQs best meet the selection criteria. SLCDPU reserves, at its sole discretion, the right to reject any or all responses received, to waive any submission requirements contained within this RFQ, or to waive any irregularities in any submitted SOQ.

The process for the selection of Consultant for the Agreement(s) will be as follows:

1. Response to RFQ: Responsive SOQ submissions from interested Consultants will be reviewed by an internal committee at SLCDPU. Submissions will be evaluated and compared for each Service Category.

2. Selection: SLCDPU may award based upon the SOQs or may also elect to interview any or all of those who respond to the RFQ. SLCDPU reserves the right to select multiple Consultants for each Service Category, and/or reject all submissions and not select any Consultant for a Service Category.

3. Contract negotiation and award between the selected Consultants and SLCDPU:

Selected Consultants will submit a finalized, negotiated rate schedule, in the format requested by SLCDPU, with likely staff categories listed with rates for each category as defined in the Agreement.

Individual Task Orders will be issued as needed by SLCDPU. For Task Orders related to a Service Category with more than one Consultant Agreement, the decision process for assigning the Task Orders will be as follows.

1. An internal SLCDPU committee will review the draft Task Order with focus on the needed subcategories of services.

2. If there is a clear advantage for the needed subcategories for a Consultant, that Consultant will be recommended to perform the Task Order, subject to staff availability and remaining funds in the Agreement.

a. Note that significant changes in staff or Consultant performance on other projects may be considered in Task Order authorization.

3. If one or more Consultants with Agreements for the same Service Category are deemed equally qualified in the needed subcategories, the following priorities will guide the Task Order authorization decision.

a. Consultant that has not yet received a Task Order authorization.

b. Consultant that has received a Task Order authorization, but less recently than the other Consultants being considered.
