About this opportunity

Metropolitan Water District of Salt Lake & Sandy (Metro Water) is requesting statements of qualifications for on-call professional engineering and surveying services on a rolling basis, with SOQs retained for 24 months and contract terms extending through March 31, 2028. No hard deadline applies to rolling submissions, though Metro Water anticipates advertising larger design projects separately beginning June 2026.

Metro Water solicits two service packages: Package 23-01 for architecture and engineering services across civil, electrical, mechanical, structural, process controls, SCADA/HMI systems, water treatment, hydraulic structures, pipelines, and related infrastructure design and inspection; and Package 23-02 for surveying services including ALTA/ACSM land title surveys, property boundary confirmation, topographical surveys, and drone data collection. Qualified consultants will be considered for all projects matching their noted expertise.

Metro Water anticipates separately advertising larger design projects including a Multi-Hazard Assessment (October 2026), POMA Fiber Design and Construction Management (June 2026), POMA Valve Replacement services (June 2026), and Staff Augmentation for the Little Cottonwood Water Treatment Plant Rebuild Project (early 2027). Consultant selection is evaluated on firm qualifications and experience (40%), relevance of past projects (40%), and firm culture including creativity and values (20%). Cost is not evaluated in the SOQ process; fees and expenses must not be included in submissions.

Consultants must comply with Metro Water's standard professional services agreement, which requires General Liability insurance minimum $2,000,000 per occurrence / $3,000,000 aggregate, Automobile Liability $2,000,000 per occurrence, and Professional Liability $2,000,000 per claim / $3,000,000 aggregate. Submissions must be in PDF format to Breana Jackson at bjackson@mwdsls.gov; inquiries to Ammon Allen, Engineering Manager, at allen@mwdsls.gov or (801) 942-9687.

Opportunity text

Metro Water advertises annually, typically in February, the possible need for generally small-purchase design professional services. Metro Water may also forecast requests for SOQs for larger design professional services.
