About this opportunity

This is a Request for Qualifications (RFQ) issued by the Texas Education Agency (TEA) to procure contractors for the Production of Accessible Electronic Files for Texas Public Schools. The awarded contractor(s) will be responsible for producing master files in braille-ready format (BRF) from instructional materials adopted by the State Board of Education (SBOE) under Proclamation 2024, as well as potentially for future SBOE-approved materials and TEA-developed open educational resources, on an as-needed basis. The contractor(s) must produce the student and teacher edition BRF master files using current computerized braille translation software and maintain long-term storage, safekeeping, and security for the accessible electronic master files, which are the exclusive property of TEA. Responses are due on January 4, 2024 by 2:00 P.M. Central Time, and the anticipated contract term is from contract execution through August 31, 2034.

The RFQ is open to manufacturers, suppliers, and other vendors, including Historically Underutilized Businesses (HUBs) listed on the Centralized Master Bidders List (CMBL) / HUB Directory. A HUB Subcontracting Plan (HSP) is a required element of the response, demonstrating the respondent's good faith efforts to meet or exceed the state's HUB goals. The contract will serve multiple jurisdictions in Texas, including Travis County and the City of Austin, but the RFQ does not provide details on pricing terms, set-asides, incumbents, funding requirements, or a pre-determined budget, as contractors will be evaluated solely on their qualifications.

Opportunity text

The awarded contractor(s) will be responsible for producing master files in braille-ready format (BRF) from instructional materials adopted by the State Board of Education (SBOE) in November 2023 under Proclamation 2024. The awarded contractor(s) may also produce master BRF files for instructional materials approved by the SBOE in future Instructional Materials Review and Approval (IMRA) cycles, for future proclamations, or other instructional materials, such as TEA-developed open education resources (OER), at TEA's sole discretion. Due to the changing nature in which instructional materials may be approved, going forward, TEA finds it necessary to have qualified contractors who can provide these services on an as-needed basis.
