About this opportunity

The State of Michigan Department of Technology, Management, & Budget issued RFP 190000002299 on May 17, 2019, for the procurement of printing and document finishing equipment, specifically a Punch/Strapping Machine and a Coil Inserter, to serve Grand Traverse County and multiple Lansing City jurisdictions. The solicitation period was 14 days with proposals due on May 31, 2019. The procurement consisted of two separate contract awards: one for a MOD-GPX Semi-Automatic Strapping Machine and one for a GBC AP2 Ultra Punch and GBC DigiCoil system with associated annual maintenance. Four vendors submitted proposals: Mark Pack Inc. of Coopersville, Michigan; JC Enterprises of Bakersfield, California; Xerox Corporation of Norwalk, Connecticut; and Konica Minolta Business Solutions USA, Inc. of Ramsey, New Jersey. The evaluation team, composed of Jerry Monroe (Consulting and Prepress Manager), Chris Clark (PMM IT Analyst), and Kristen Hampton (PMM Director), assessed all proposals using a 100-point scoring methodology that weighted the Vendor Questions Worksheet, Schedule A Statement of Work, Schedule B Pricing Worksheet, and Standard Contract Terms each at 25 points. The contract term was established as five years with up to two years of renewal options. Both the Strapping Machine and Punch/Coil Inserter awards were pending State Administrative Board approval as of June 18, 2019.

No Service-Disabled Veteran Owned Business set-asides were identified or applied to this procurement. For the Strapping Machine award, Mark Pack Inc. was selected as the lowest-price responsive and responsible bidder at $14,677.00, despite JC Enterprises achieving an equal perfect technical score of 100/100, as both vendors met all responsive and responsible requirements. Xerox Corporation and Konica Minolta Business Solutions were deemed non-responsive for failing to complete required pricing documentation. For the Punch and Coil Inserter award, Xerox Corporation was selected as the lowest-price responsive and responsible bidder for a total contract amount of $138,841.00, which included $47,096.00 for the GBC AP2 Ultra Punch, $29,370.00 for annual punch maintenance, $33,005.00 for the GBC DigiCoil, and $29,370.00 for annual coil inserter maintenance. JC Enterprises also achieved a perfect score of 100 but was not selected due to pricing considerations, while Mark Pack Inc. was deemed non-responsive for incomplete documentation and Konica Minolta received a zero score for submitting incomplete vendor documentation.
