About this opportunity
Palm Beach County, Florida is seeking to establish a qualified contractor list for an annual contract to provide demolition services on an as-needed basis throughout the county. The procurement involves the Board of County Commissioners and the Capital Improvements Division issuing individual work orders to pre-qualified contractors for demolition projects, with individual projects generally valued below $100,000 though larger orders are possible. Contractors must demonstrate a minimum of five years of relevant business experience and have successfully completed at least $500,000 in demolition projects annually for each of the past three years. Applicants must possess a valid Florida-registered building contractor's license, general contractor's license (CGC), or specialty contractor certification maintained for a minimum of five years and must be registered to do business in Florida. Additionally, contractors must prove adequate financial stability, maintain current insurance coverage, and not be involved in current or pending litigation likely to impact performance. The Qualification Application deadline was January 26, 2023, at 2:00 p.m., with submission to the Capital Improvements Division office at 2633 Vista Parkway, West Palm Beach, Florida. A non-mandatory WebEx conference was held on January 5, 2023, at 10:00 a.m. to review project requirements, with contract documents available for download starting December 12, 2022.
The contract is subject to Palm Beach County's Equal Business Opportunity Program, which includes S/M/WBE (Small/Minority/Women Business Enterprise) participation goals and affirmative procurement initiatives. Bid security at five percent of the bid price and a public construction bond equal to 100 percent of the work order amount are required for projects exceeding $200,000, though no bonding is required at the qualification submission stage. All qualified contractors must comply with the Palm Beach County Living Wage Ordinance, which mandates payment of $13.67 per hour effective October 1, 2022, and must meet all state and local licensing, tax, and regulatory requirements. The annual contract will be awarded for an initial term of up to five years with a not-to-exceed cumulative amount of $1,000,000, and the qualification process remains open, allowing additional qualified contractors to be added at any time during the contract term. The contract is funded with non-federal funds, and contractors may submit applications at any time beyond the initial deadline to be considered for the qualified list.
