About this opportunity

The West Virginia Division of Corrections and Rehabilitation (DCR) is soliciting sealed bids through an Agency Request for Quote (ARFQ 0608 DCR2600000045) for the design, fabrication, and installation of two prefabricated metal buildings at Stevens Correctional Center and Jail in Welch, McDowell County, West Virginia. Building No. 1 must measure 20 feet wide by 40 feet long by 9 feet high and include two 36-inch by 80-inch steel doors, while Building No. 2 must measure 24 feet wide by 30 feet long by 9 feet high and include two 8-foot by 8-foot rollup garage doors and one 36-inch by 80-inch walk door. Both structures must be watertight, windowless, constructed with 14-gauge minimum steel framing and 26-gauge minimum exterior shell, feature R-19 insulation (or R-17 for carport-style buildings), withstand 150 mph winds and 35-40 PSF loads, and be finished in specified colors (grey roof, white trim, black walls, white doors). Qualified bidders must possess a valid West Virginia Contractors License, provide a 5 percent bid bond, obtain performance and labor/material payment bonds each equal to 100 percent of the contract value, maintain Commercial General Liability and Automobile Liability Insurance of at least $1,000,000 per occurrence with the State named as additional insured, employ only factory-trained and authorized installation technicians with a minimum of three years' experience, and demonstrate successful completion of at least three similar projects. The contractor must deliver both buildings within 120 calendar days of receiving the Notice to Proceed and provide a one-year warranty on all work and materials. A mandatory pre-bid meeting was held on November 21, 2025, at 10:00 AM EST; written questions were due by December 3, 2025, at 2:00 PM EST; and sealed bids are due by December 18, 2025, at 10:30 AM EST at Stevens Correctional Center (795 Virginia Avenue, Welch, WV 24801), with public bid opening scheduled for 11:00 AM EST the same day at the Division of Administrative Services office in Charleston, West Virginia.

The solicitation documents do not identify any specific set-aside designations for disadvantaged enterprises, minority-owned businesses, or other restricted vendor categories, nor do they reference any incumbent contractors or current service providers that would require integration with existing infrastructure. No specific budget range or maximum award value is disclosed in the available solicitation materials. Prospective vendors should note that work is limited to Monday through Friday, 8:00 AM to 4:00 PM, and all personnel must comply with Division of Corrections and Rehabilitation security requirements, including background checks, security orientation, and tool accountability protocols. The contractor must provide their own portable generator for tool operation, as no electrical outlets are available on-site, and may utilize facility restrooms and the area behind the existing old building as a material laydown area. Upon contract award, the contractor must submit closeout documentation including warranty documents, operations and maintenance manuals, and as-built drawings in both hard copy and electronic formats, with payment processed through a 10 percent retainage structure (50 percent available at substantial completion and 50 percent at final completion). For additional information or inquiries, prospective bidders should contact Philip K. Farley, the buyer, at (304) 549-1050 or philip.k.farley@wv.gov.
