About this opportunity
The Greater Orlando Aviation Authority (GOAA) is soliciting sealed bids for ten (10) Passenger Boarding Bridge mounted Preconditioned Air (PCA) Units to be installed at Orlando International Airport. The procurement specifically requires four (4) 60-ton refrigeration units and six (6) 90-ton refrigeration units, with comprehensive commissioning and start-up testing required. Bidders must be licensed to do business in Florida and provide new, unused, current year model equipment fully supported by the manufacturer's warranty. The evaluation criteria will focus on selecting the responsible and responsive bidder submitting the lowest total bid, with pricing required to remain valid through December 31, 2023. Key submission deadlines include a May 24, 2023 deadline for questions, with electronic bid responses due by 11:00 AM local time on June 9, 2023, through the OpenGov e-Procurement Portal. The anticipated procurement committee review is scheduled for July 11, 2023, with a potential Aviation Authority Board meeting on August 16, 2023.
The solicitation does not explicitly mention specific set-aside designations or restrictions for disadvantaged enterprises. Bidders must submit comprehensive documentation including certifications, conflict of interest disclosures, drug-free workplace verification, and reference letters. The PCA units must meet stringent technical specifications, including maintaining a 68°F cabin temperature, being mounted to passenger boarding bridges without exceeding structural limits, and having a minimum two-year warranty with parts coverage. The Aviation Authority requires a ten-year minimum life expectancy for the units, with spare parts guaranteed for fifteen years after the last supply instance. While a specific award value is not detailed, the procurement involves ten sophisticated air conditioning units with comprehensive technical requirements. The contract will be executed using a standard purchase order format, and the Aviation Authority is tax-exempt. Notably, the solicitation allows for consideration of alternate items described as "brand name or equal" based on meeting specified technical characteristics.
