About this opportunity
The Shreveport Airport Authority is soliciting proposals through RFP 26-818, issued by the City of Shreveport on the Authority's behalf, for the turnkey supply, delivery, installation, and commissioning of six Passenger Boarding Bridge-mounted pre-conditioned air (PCA) and ground power unit (GPU) units at Shreveport Regional Airport. A mandatory site visit is scheduled for November 18, 2026 at 10:00 a.m., and proposals are due December 1, 2026 at 3:00 p.m.
The procurement is federally funded and carries a 1.5 percent Disadvantaged Business Enterprise (DBE) goal, and proposers must demonstrate good faith efforts to meet it. Proposers must also comply with FAA standards AC 150/5370-10H and AC 150/5220-21C.
The units will be installed at Gates 1, 2, 3, 5, 7, and 8 and must be compatible with JBT Passenger Boarding Bridges and accommodate CRJ, ERJ, Airbus A319/320/321, and Boeing aircraft. The scope includes removal and disposal of existing PCA and 400 Hz units at Gates 3 and 5, plus startup and commissioning. An Architectural and Engineering firm will determine equivalent products for brand specifications. The contractor must obtain airport security badges at $100 per badge and track and report all subcontractors. Warranty runs one year from the earlier of delivery or 60 days after delivery.
Required exhibits include a narrative approach to scope, five references with similar projects, an itemized cost proposal by gate covering PCA equipment, GPU equipment, and installation, a felony conviction/E-Verify affidavit, and Fair Share compliance forms. Submission requires two signed originals, three additional copies, one redacted copy if claiming confidential information, and searchable electronic copies on two USB drives.
Evaluation totals 100 points: equipment and labor cost (0–50), demonstrated qualifications and similar project experience (0–35), and timing of delivery (0–15). Pricing must remain firm for the contract duration and include all labor, materials, delivery, installation, commissioning, mobilization, and overhead. Proposals remain firm for 120 calendar days from opening, and award goes to the responsive and responsible offeror deemed most advantageous.
