About this opportunity
Palm Beach County Purchasing Department, under the direction of the Florida Department of Elder Affairs through the Area Agency on Aging of Palm Beach/Treasure Coast, Inc., issued Request for Proposal (RFP) F-23-083/MD seeking pre-qualification of providers for in-home services. The procurement solicits qualified providers to deliver personal care, respite care, homemaker services, companionship, chore services, enhanced chore services, medication management, and gerontological and mental health/screening counseling services across three geographic lots: Lot #1 (Countywide, excluding North Palm Beach County and the Glades Area), Lot #2 (Glades Area), and Lot #3 (North Palm Beach County). Prospective providers must hold a current Home Health Agency license or Nurse Registry license issued by the State of Florida, or possess a Home Health Agency Exemption from the Agency for Healthcare Administration pursuant to Chapter 400, Florida Statutes. The RFP requires proposers to submit detailed information addressing organizational capability, staff training and certification requirements, quality assurance procedures, service delivery standards, staffing capacity, and compliance with state regulatory requirements. All services must be priced as fully-burdened hourly rates including overhead, general, administrative costs, and profit, with unit prices limited to two decimal points, and billing submitted bi-weekly through the Palm Beach County Vendor Portal in one-hour increments. Critical deadlines included a non-mandatory pre-proposal conference on May 9, 2023, an original proposal submission deadline of May 26, 2023 (later amended to June 6, 2023 at 4:00 p.m.), a selection committee meeting on June 20, 2023, oral presentations on June 27, 2023, a Notice of Intent to Award on June 29, 2023, and Board of County Commissioners final award and contract commencement on August 22, 2023.
The contract is a federally funded, indefinite-term roster arrangement establishing pre-qualified providers on an as-needed basis, with an initial contract term of twelve months and four subsequent twelve-month renewal options; pre-qualification does not guarantee contract awards or minimum work volumes. Eligible proposers must acknowledge receipt of all four amendments to the original RFP or their proposals will be deemed non-responsive, and current incumbents must provide satisfactory vendor performance reports while new vendors may request documentation from the Division of Senior and Veteran Services confirming their status. Financial references must be provided by certified public accountants, and professional business entity references are required rather than private client references. All vendors must comply with multiple federal and state certifications including nondiscrimination provisions, debarment certification, lobbying restrictions, background screening requirements under Florida Statutes Chapter 435, HIPAA compliance, and E-Verify employment verification, while maintaining financial management systems capable of accurate grant reporting and conducting audits if expending $750,000 or more in federal awards annually. Price adjustment requests during renewal periods are permitted but cannot exceed the published Consumer Price Index rate or three percent, whichever is less, and must include substantial supporting documentation. The RFP documents do not specify overall contract value or budget ranges, as pricing will be determined through individual task orders or statements of work issued to pre-qualified providers at the time of future awards.
