About this opportunity

Palm Beach County Board of County Commissioners Purchasing Department issued a Request for Pre-Qualification (RPQ) for plumbing services to establish a pre-qualified vendor list for maintenance, repair, and replacement services across multiple County locations. The procurement encompasses valve and fixture repair and replacement, water pump maintenance, drain unclogging using cable and water jetting equipment, camera line inspections, sewer gas leak detection, storm drain cleaning, equipment relocation, and plumbing system renewal and minor expansions. Three geographic lots are defined: Lot #1 covering Countywide service areas excluding Glades Area and Palm Beach International Airport; Lot #2 covering the Glades Area west of 20 mile bend; and Lot #3 serving Palm Beach International Airport exclusively. Vendors must be certified as Palm Beach County plumbing contractors or hold State of Florida plumbing or mechanical contractor certifications and must conduct mandatory site inspections prior to submitting project quotations. All work must comply with Federal, State, County, and local codes, with building permits required for projects exceeding $1,000 in value. The initial pre-qualification submission deadline was September 8, 2022, though new vendors may submit applications continuously for evaluation and addition to the pre-qualified list. The contract term extends for sixty months or until estimated funding is expended, with projects awarded on an as-needed basis to the lowest responsive, responsible bidder, with individual project values not exceeding $99,999.

Vendors must maintain Commercial General Liability Insurance at $500,000 for Lots #1 and #2, or $5,000,000 for Lot #3, along with Business Auto Liability Insurance at comparable limits and Workers' Compensation coverage. The procurement incorporates Palm Beach County's Equal Business Opportunity (EBO) Ordinance, with Small/Minority/Women Business Enterprise (S/M/WBE) participation goals applicable to qualifying projects, and certified small businesses within ten percent of the lowest bid may be considered for a SBE Price Preference. Local preference provisions provide a five percent discount evaluation for vendors with permanent places of business in Palm Beach County or the Glades. Pricing shall be submitted on lump sum quotation forms provided by the County, with prices remaining firm for ten business days from submission unless otherwise specified. The anticipated contract value during the sixty-month period is $250,000, though Palm Beach County reserves the right to increase or decrease this amount based on actual requirements. Prime contractors must complete Subcontractor/Subconsultant Schedules 1 and 2 identifying all subcontractors and subconsultants with their certification status as SBE, WBE, MBE, or non-SBE firms, with all firms required to be certified by Palm Beach County at the time of solicitation opening.
