About this opportunity
Palm Beach County Board of County Commissioners, through its Purchasing Department, is issuing a Request for Pre-Qualification (RPQ 25-021-JS) to establish a vendor pre-qualification list for the supply of sewage, discharge, and submersible wastewater pumps on a term contract basis. The solicitation seeks qualified vendors capable of providing approved pump manufacturers including FLYGT, WILO-EMU, and HOMA (up to 60 HP) that comply with Palm Beach County Water Utilities Department Minimum Engineering and Construction Standards and NEC Class 1, Group D, Division 1 specifications. All pumps must include five-year manufacturer warranties beginning at lift station startup. The initial submission deadline is January 28, 2025, at 4:00 P.M., with new vendors permitted to apply after this date for evaluation and potential addition to the pre-qualified list; new vendors may require up to thirty days for evaluation. Pre-qualified vendors will be notified of individual projects on an as-needed basis and will have five business days to submit written quotes, with delivery required within five calendar days of receiving a term contract delivery order unless modified in writing. Vendors must submit pricing on County-provided response forms at firm fixed prices with F.O.B. destination terms, assuming all transportation costs and liability. The contract term is sixty months or until estimated funding is expended, with re-qualifying and termination at Palm Beach County's sole discretion.
The Equal Business Opportunity (EBO) Program applies on a project-by-project basis with individual projects not exceeding $99,999, and local preference provisions may apply to vendors with permanent places of business in Palm Beach County or the Glades. Vendors must maintain minimum Commercial General Liability Insurance of $500,000 per occurrence, Business Auto Liability of $500,000, and Workers' Compensation insurance in accordance with Florida Statute Chapter 440. All pre-qualified vendors must be registered in the County's Vendor Self Service (VSS) system, and all subcontractors must also be registered prior to contract award. The anticipated contract value over the sixty-month period is $1,500,000, with Palm Beach County reserving the right to increase or decrease this amount based on actual requirements. Projects equal to or exceeding the mandatory bid amount of $100,000 will be separately solicited through formal competitive sealed bid processes. The solicitation is subject to federal terms and conditions, including compliance with various federal statutes and regulations if federal funding is utilized.
