About this opportunity
Palm Beach County, Florida is issuing a Request for Pre-Qualification (RPQ) solicitation for vendors to supply PVC pipe and fittings on a term contract basis. The procurement seeks to establish a pre-qualified vendor list for various PVC pipe brands including Charlotte Pipe and Foundry Company, JM Eagle, Diamond Plastic Corporation, NAPCO, Freedom Plastics, National Pipe & Plastic, Heritage Plastics South, Inc., Ipex, Inc., and Sanderson Pipe, along with PVC fittings from manufacturers such as NIBCO, Inc., Lasco Fittings, Inc., Spears Manufacturing Company, and Multi Fittings Corporation. All fittings must comply with Palm Beach County Water Utilities Department Minimum Engineering and Construction Standards. The contract term is sixty months or until estimated funding is expended, with delivery required within fourteen business days of receiving a delivery order and emergency delivery capability within twenty-four hours when necessary. Deliveries will be distributed to four regional operation centers located in West Palm Beach (Central Region), Delray Beach (South Region), Royal Palm Beach (North Region), and Belle Glade (West Region). Vendors must maintain Commercial General Liability Insurance of at least $500,000, Business Auto Liability Insurance of at least $500,000, and Workers' Compensation Insurance in accordance with Florida Statute Chapter 440, with pricing fixed to include all costs for supervision, labor, equipment, materials, shipping, handling, transportation, delivery, fuel, insurance, and other necessary expenses. The initial submission deadline is February 20, 2026, at 4:00 p.m., though new vendors may submit pre-qualification requests at any time thereafter for evaluation and addition to the pre-qualified list. All vendors must register in the County's Vendor Self Service (VSS) system and provide evidence of current business licenses and applicable certifications prior to contract award.
Palm Beach County offers a Small Business Enterprise (SBE) price preference whereby a certified SBE's bid within ten percent of the lowest non-SBE bid will receive the award, and a five percent Local Preference for vendors with a permanent place of business in Palm Beach County or the Glades. Project awards above the Mandatory Bid Amount of $150,000 will be subject to formal competitive sealed bid procedures, while smaller projects will be awarded to the lowest responsive, responsible vendor. The anticipated contract value over the sixty-month period is $1,510,000, though the County reserves the right to increase or decrease this amount based on actual requirements. This solicitation is funded through non-federal sources and represents an opportunity for qualified vendors to establish themselves as preferred suppliers for the County's water utilities operations. The procurement emphasizes fair competition while providing preferential consideration for small businesses and local entities that meet the specified qualifications and insurance requirements.
