About this opportunity
Palm Beach County, Florida is procuring plumbing services through a prequalification annual contract mechanism under Project P-2025-000107. The County seeks to establish a pre-qualified list of contractors to provide comprehensive plumbing services on an as-needed basis, including repair and replacement of valves and fixtures, fire pump maintenance, drain field and drain line work, drain unclogging via cable machine and water jetting, camera inspection of plumbing lines, sewer gas leak detection, storm and parking lot drain cleaning, service relocation, equipment installation and removal, backflow preventer repair and certification, water line location services, and sewer odor investigation. The qualification application deadline is July 7, 2025 at 2:00 P.M., with submission to the Palm Beach County Facilities Development and Operations Department, Capital Improvements Division at 2633 Vista Parkway, West Palm Beach, Florida. Qualified contractors must demonstrate a minimum of three years of relevant business experience, provide resumes of at least two qualified plumbing staff members, document successful completion of a minimum of five similar projects, and show documented completion of at least $100,000 in plumbing services annually for the previous three years (2022, 2023, and 2024). Contractors must possess a valid Florida plumbing contractor license, certified or registered general contractor license, or building contractor license held for a minimum of three years, along with adequate financial stability and no current or pending litigation with material negative impact on performance. Work orders are anticipated to be generally less than $100,000 each, though larger orders are possible, with bid security and Public Construction Bond requirements of five percent and 100 percent, respectively, applying only to work orders of $200,000 or more.
The County has established an Equal Business Opportunity Program with Small Business Enterprise (SBE) price preference for single-trade construction work, wherein certified SBE bids within ten percent of the lowest non-SBE bid receive award consideration. Local preference discounts of up to five percent (maximum $100,000) apply to responsive, responsible bidders with permanent business locations in Palm Beach County. All contractors must comply with E-Verify employment eligibility verification, maintain comprehensive general liability and workers' compensation insurance, provide human trafficking affidavits, and comply with non-discrimination and commercial nondiscrimination policies under County Resolution 2017-1770. The annual contract may be awarded for up to five years with an initial not-to-exceed cumulative amount of $500,000, and the County retains the option to add additional qualified contractors at any time during the contract term. This is an open qualification process allowing contractors to submit applications at any time during the contract term, with a five percent retainage withheld from progress payments. Contract documents and the qualification application are available through the County's online Vendor Self-Service system at https://pbcvssp.pbc.gov/vssprd/Advantage4 or by email request to FDO-CID-Bids@pbc.gov or telephone at (561)233-0261.
