About this opportunity

Palm Beach County Board of County Commissioners, Purchasing Department is seeking to establish a pre-qualified vendor list for automatic transmission repair services through solicitation number 950404/LM. This pre-qualification opportunity addresses repairs for vehicles including automobiles, light trucks, medium trucks, and heavy trucks, with services divided into two lots: Lot #1 covering countywide services excluding Palm Tran, and Lot #2 designated exclusively for Palm Tran operations. Vendors must demonstrate qualifications for specific vehicle makes (Ford, GMC/Chevy, Dodge, Jeep, Toyota) and transmission types (Allison, ZF, Voith) based on their capabilities. Pre-qualified contractors will be notified of individual projects on an as-needed basis and must provide written quotations within five business days of notification, with quotes remaining firm for ten days from submission. Individual projects are capped at $49,999, with any project at or exceeding $50,000 subject to separate formal competitive sealed bidding. The term contract is structured on a sixty-month basis or until estimated funding is expended, whichever comes first, at the County's sole discretion. The posted date for this opportunity was February 1, 2016, with a response deadline of February 9, 2016.

Vendors must maintain comprehensive insurance coverage including Commercial General Liability ($500,000 minimum), Business Auto Liability ($500,000 minimum), and Workers' Compensation in accordance with Florida Statute Chapter 440, with garage liability and garagekeeper's legal liability coverages required. Small Business Enterprise (SBE) preferences apply to Lot #1 only, whereby SBE-certified firms within ten percent of the lowest bid may be selected over the lowest bidder; these preferences are not applicable to Lot #2. The solicitation is partially funded by the U.S. Department of Transportation Federal Transit Administration, requiring all respondents to comply with federal procurement regulations, civil rights requirements, Disadvantaged Business Enterprise (DBE) provisions, drug and alcohol testing program compliance, and drug-free workplace certification. The County reserves the right to award projects to the lowest responsive and responsible pre-qualified contractor based on project-by-project competitive sealed bids. The anticipated funding for the entire sixty-month contract period is $41,000, with new respondents permitted to submit pre-qualifications at any time after the initial submission date for evaluation and addition to the pre-qualified vendor list, with processing times of up to thirty days.
