About this opportunity
Palm Beach County, through its Board of County Commissioners Purchasing Department, is soliciting pre-qualified vendors to provide auto body repairs and painting services on a term contract basis under a Request for Pre-Qualification (RPQ) mechanism. The solicitation seeks to establish a pre-qualified vendor roster to deliver comprehensive auto body repair and painting services for county-owned vehicles, trucks, and equipment on an as-needed basis. Required services include masking and protecting vehicle components, body alignment, painting and finishing to original equipment manufacturer (OEM) standards, rust-proofing application, seat and interior recovery, and restraint system restoration. Prospective vendors must demonstrate compliance with state licensing and certification requirements, maintain Commercial General Liability insurance of $500,000 per occurrence and Business Auto Liability coverage of $500,000 combined single limit, successfully pass criminal history records checks, and provide three references from similar work completed within the past three years, along with current Business Tax Receipts. The solicitation requires mandatory site inspections for each project, with attendance sheets collected 10 minutes after the stated start time; vendors failing to attend inspections are disqualified from bidding on that particular project. Individual project quotations must be submitted within five business days of notification, with pricing evaluated on a lowest fixed-price basis; projects valued at or above $100,000 will be separately solicited through formal competitive sealed bid processes rather than awarded through pre-qualification. The contract term is 60 months or until estimated funding is expended, with vendor responses due by March 31, 2027, although the solicitation permits ongoing submissions for evaluation and roster addition.
The Small/Minority/Women Business Enterprise (S/M/WBE) Program requirements have been waived; however, the Emerging Business Opportunity (EBO) Program applies on a project-by-project basis for individual projects not exceeding $99,999. Local preference of up to 5 percent may be applied to vendors with permanent places of business in Palm Beach County or the Glades. Vendor responses must be submitted on county-provided forms and cannot be conditioned or modified; submissions on vendor letterhead will be rejected. No incumbent vendors or current contractors are identified in the solicitation documents. The anticipated total contract value across the full 60-month term is $1,929,000, with payment rendered only upon the county's acceptance and sign-off of completed work, submitted to the Finance Department; quoted prices must remain firm for ten days from submission unless otherwise specified. Vendors seeking pre-qualification status must comply with all criminal history records checks and commercial non-discrimination policies, and ensure personnel availability for mandatory site inspections on each project.
