About this opportunity

The Greater Richmond Continuum of Services Board (GRCSB) is requesting conceptual-phase proposals under the Public-Private Education Facilities and Infrastructure Act (PPEA) for design and construction of a Crisis Services Center in Dinwiddie County, Virginia, with proposals due August 17, 2026 at 2:00 p.m. A non-mandatory virtual pre-proposal conference is scheduled for July 17, 2026 at 1:00 p.m.

The facility, sited at 3015 County Drive in Petersburg, will consolidate crisis services across nine jurisdictions (cities of Colonial Heights, Emporia, Hopewell, and Petersburg; counties of Dinwiddie, Greensville, Prince George, Surry, and Sussex) and accommodate administration, Mobile Crisis, Emergency Services, Crisis Receiving Center, Crisis Stabilization Unit, and Crisis Intervention Team Assessment Center functions. The Crisis Stabilization Unit comprises a 12-bed facility with approximately 14,000 square feet total, designed per Facility Guidelines Institute standards and behavioral health security protocols. The program specifies 3,460 net square feet of clinical space (4,152 gross square feet) including clinical areas (triage, seclusion room, ten exam/patient rooms, group rooms, guest facilities), administrative support, counseling offices, and ancillary spaces. Design requirements mandate ligature-resistant fixtures throughout, motion-sensor plumbing fixtures, security fasteners in high-risk areas, polycarbonate security glazing, non-shower-curtain toilet fixtures, nine-foot ceiling heights in specified spaces, interlocking doors with one-way traffic flow in restricted areas, acoustic isolation, dimming lighting with glare minimization, natural gas generator (or propane alternative), and coordination with GRCSB's preferred door access control and CCTV vendors. Sitework includes demolition, utility connections, parking, sidewalks, landscaping, and stormwater management with site design for a future 200-employee office building.

The overall program budget is $12 million from state funding. Cost proposals must follow Construction Specification Institution format with separate line items for building work, demolition/sitework, general conditions, design, insurance, contingencies, overhead, profit, and bonds. Evaluation is weighted: Qualification and Experience (35 points), Project Characteristics (25 points), Project Cost (35 points), and Project Benefit and Compatibility (5 points). GRCSB will select at least two qualified teams for detailed-phase proposals, with contract award anticipated late September through early October 2026. Proposers must hold appropriate Virginia State Board of Contractors licensure and provide proof of insurance (Professional Liability $1 million, General Liability $1 million per occurrence / $2 million aggregate, Builder's Risk at 100% of value), W-9 forms, financial statements, and comparable project experience. Submissions via eVA or sealed paper (one original, seven copies, and electronic PDF on flash drive) are required.
