About this file
Space Programming Document for Crisis Stabilization Unit
This is a space programming specification document for the Virginia Crisis Receiving Center (GRCSB) Public-Private Educational Alliance (PPEA) project, dated July 3, 2026. The document outlines the functional and spatial requirements for a 12-bed Crisis Stabilization Unit (CSU) facility. The programmed spaces include clinical and support areas such as triage/search/intake, one seclusion/secure holding room, ten exam/patient rooms, group rooms (one small and one large), guest facilities (toilet/shower), storage areas (three spaces), one courtroom, two counselor offices, two interview rooms, one laundry facility, one passport room, two office spaces, one laboratory, and one media/lounge area. The total Department Net Square Feet (DNSF) for clinical spaces only is 3,460 square feet, which translates to 4,152 Department Gross Square Feet (DGSF) using a net-to-gross factor of 1.2, accommodating a total of 22 rooms.
The document specifies detailed design and operational requirements for key spaces, including security features such as interlocking doors with one-way traffic flow in restricted areas, doors that swing outward or are double-acting in seclusion rooms, and ligature-resistant fixtures throughout. Seclusion rooms require a minimum 44.5-inch clear door opening width and minimum 10-foot room dimensions, with accessibility via vestibule. Exam and patient observation areas must maintain specific toilet-to-room ratios (1 per 6 for exam rooms, 1 per 8 for observation areas), with non-shower-curtain fixtures required. Ceiling heights of nine feet are specified for certain spaces, and all design specifications comply with FGI (Facility Guidelines Institute) standards and behavioral health security protocols.
