About this opportunity
The City of Phoenix Finance Central Procurement Division is seeking bids for a five-year contract for portable toilet rentals and servicing, solicited through Invitation for Bid (IFB-25-0534). The procurement covers comprehensive portable restroom solutions for various city departments and locations across the Phoenix metropolitan area, including standard, event, ADA-compliant, and two-stall restroom trailers, as well as portable hand washing stations. The contract will support short-term and long-term rental needs across multiple municipal facilities, including South Mountain Park, Phoenix Sky Harbor International Airport, treatment plants, transfer stations, and other city locations. Key deliverables include providing portable toilets with specific requirements around unit dimensions, tank capacity, and features, along with regular servicing schedules ranging from 1-7 times per week depending on the location. The bid was released on May 5, 2025, with a non-mandatory pre-offer conference scheduled for May 12, 2025, written inquiries due by May 16, 2025, and responses due May 30, 2025, at 2:00 pm. Vendors will be evaluated based on responsiveness, responsibility, and their ability to meet specified requirements, with a requirement that bidders have been in business for at least three years.
The solicitation includes provisions aligned with disadvantaged business enterprise guidelines and federal nondiscrimination requirements, particularly for airport-related agreements. While no specific set-aside designations are explicitly outlined, the contract includes economic nondiscrimination requirements and guidelines for workplace diversity. Contractors must comply with civil rights regulations, including Title VI of the Civil Rights Act and Airport and Airway Improvement Act provisions. The City reserves the right to add, change, or delete quantities as circumstances require, indicating flexibility in contract implementation. Payment terms include options for prompt payment discounts or immediate payment through a Single Use Account (SUA) program, with a default of 0% net 45 days. Although specific award values are not detailed, the comprehensive nature of the contract covering 19 locations with varying rental unit quantities suggests a potentially significant contract value. The solicitation emphasizes that actual rental needs will remain fluid throughout the contract term, with locations, rental types, quantities, and servicing frequencies subject to change at any time.
