About this opportunity

The City of Tucson's Housing and Community Development (HCD) Department is seeking qualified firms to establish a Service Agreement for Pool Maintenance at two multifamily residential locations: Blacklidge Apartments and Tucson House Apartments. The procurement is a Request for Quote (RFQ) with a project release date of February 21, 2024, and proposals are due on March 8, 2024, at 2:00 pm. The contract will cover routine pool maintenance services, including cleaning, water chemistry management, equipment monitoring, and repairs, with varying service schedules based on location and season. For Blacklidge Apartments, the maintenance requires five visits per week from May through October and two visits per week from November through April, while Tucson House Apartments requires five visits per week from May through August and three visits per week from September through April. Contractors must comply with federal, state, and local labor standards, provide background-checked personnel, and maintain proper insurance coverage. The solicitation emphasizes that United States Department of Housing and Urban Development (HUD) funding will be utilized, subjecting the contract to specific HUD and Section 3 terms and conditions that cannot be modified or negotiated.

The contract includes specific set-aside and preferential hiring provisions under Section 3 requirements, which prioritize low-income workers and businesses from Tucson and Pima County. Businesses can qualify as Section 3 Business Concerns through three pathways: being at least 51% owned by low-income residents, having over 75% of labor hours performed by Section 3 workers, or being owned by current public housing or Section 8 housing residents. The total contract value will not exceed $100,000, with a one-year initial term and options to renew for four additional one-year periods. Contractors must ensure that 25% of total labor hours are performed by Section 3 Workers, with 5% specifically performed by Targeted Section 3 Workers. The income threshold for worker qualification is set at $45,500 annually, and documentation requirements include payroll records, ownership proof, and individual worker certifications. Payment will be processed within 21 calendar days after receipt of materials or services and a correct invoice, with hourly labor rates for approved equipment repairs and monthly pricing for pool maintenance services.
