About this opportunity

The City of Palm Bay, Florida (for Brevard County) is requesting bids for pond improvements at Cadillac Drive and Robert J. Conlan Boulevard under re-bid ITB 54-ITB-26, with bids due October 27, 2026. This is a construction project funded through a State of Florida Department of Environmental Protection grant agreement totaling $550,000 executed November 26, 2024.

The scope encompasses two sites. At Cadillac Drive: dredging to elevation 3.60 feet with 1:3 side slopes, installing two steel sheet pile retaining walls (95.02 and 83.99 linear feet), constructing a weir structure with 20-foot width at elevation 6.60 feet, installing riprap ditch lining, three AerationPlus 1800 circulators with electrical infrastructure, and erosion control measures including 173 linear feet of double silt fence and turbidity barriers. Demolition includes 80 square yards of concrete spillway and 74 linear feet of existing fence. At Robert J. Conlan Boulevard (Basin 9): construction of a media-enhanced filtered wetland with 60-mil HDPE impermeable liner and 18 inches of engineered growth media, installation of 1,190 native plants across herbaceous and shrub zones totaling approximately 10,081 square feet, and a submersible pump system (14.89 gallons per minute, solar-powered). Both sites require approximately 1,190 linear feet of silt fence and floating turbidity barriers. All work must conform to City of Palm Bay standards and current FDOT Standard Specifications. PVC piping (Schedule 40 or SDR 26) must meet ASTM standards; geomembrane must comply with FDOT APL 531. One-year plant establishment and contractor-funded vegetation replacement is required.

Bid security of not less than 5 percent of total bid price is required in the form of certified check, cashier's check, or bid bond. The apparent successful bidder must submit qualifications, licensure evidence, financial statements, references, and preliminary schedules within seven calendar days of bid opening. The contractor must execute performance and payment bonds each equal to contract price within 15 days of notice of award. All work must comply with Florida Trench Safety Act and OSHA excavation standards. A non-mandatory pre-bid meeting location is mapped adjacent to the L3Harris Palm Bay Campus. Critical site access requires all construction personnel to complete background checks mandated by L3Harris Technologies (adjacent Superfund site owner, EPA ID FLD000602334), with unapproved personnel requiring L3Harris security escort. The contractor must provide 48- to 72-hour advance notice to designated city departments before commencing work. Contract award is contingent on City Council approval and appropriation. Liquidated damages and change-order overhead/profit provisions are outlined in the draft agreement. The contract references Human Trafficking Affidavit, Non-Collusion Affidavit, Drug Free Workplace Program certification (which provides preference when bids are equal), and Owner Direct Purchase (ODP) guidelines allowing the City to purchase select materials directly with deductive change orders applied to the contractor's bid.
