Proposers must possess a minimum of five years of demonstrated experience in law enforcement polygraph services, hold American Polygraph Association certification, and employ at least three certified examiners on staff. Contractors must deliver capacity to conduct 5–12 examinations per day with ability to complete 100–125 examinations within a two-month period. Results must be submitted within two business days of completion, with video recordings provided upon request. Pricing must follow a flat-fee structure with clearly itemized additional fees for specific-issue retesting, no-shows, late cancellations, expedited services, and after-hours testing.

The contract term is two years with options to renew for three additional one-year periods, for a total maximum term of five years. Evaluation criteria are organizational capacity and experience (50% weight), method of approach (20%), communications and reporting (20%), and reasonableness of cost (10%). The City will conduct evaluation and interviews during July–August 2025, with contractor selection and negotiation to follow. Out-of-state contractors must register with the California Secretary of State before contract execution.
